Meeting Minutes –University CityGreen Practices Committee <br />March 14, 2013-Page 2 <br />c.The Citys annual recycling rate averages about 32%. <br />(4)Lynnette will check with Community Development Department staff <br />Comprehensive Plan process and send an update to members. <br />(5)Land Use and Open Space action items <br />a.Jerry indicated that the Green Master Plan is a companion to theLand Use Plan <br />(Comprehensive Plan) and could be a future goal. The plan would include citywide design <br />standards for parks, landscaping, open space, exterior lighting, and street furniture. He <br />thought that U City in Bloom would be a good resource for landsc <br />b.Ideally a green master plan would be developed by a consultant. The Commission could make <br />a recommendation for the City to develop a plan. Tim mentioned that the Commission could <br />develop and provide a scope of work for the recommendation <br />c.Jerry mentioned that there might be changes within U City in Blostaffing. Helen <br />mentioned that the retirement of Mary Ann Shaw from UCIB will not affect their work and that <br />the City contributes financially to their overall work. <br />d.Jerry requested information on the Citys tree management plan. <br />that information. Councilman Glickert mentioned that the City does have a master plan for the <br />trees because it is required as a part of the Tree City designation <br />e.Jerry plans to step down from the Commission this summer and woule to develop <br />the scope of work for a green master plan, but could help work on an outline. <br />(6)Energy action items <br />a.The items included energy reduction targets for City buildings, <br />PACE program, a community energy system, renewables, transportat <br />carbon use reporting and documentation. <br />b.Tim mentioned that the items have been or will be addressed with the adoption of the new <br />energy codes and ordinance, by the energy audit completed in 2011, his work on the energy <br />efficiency with Washington University and the greenhouse gas inventory completed in 2011 to <br />be continuously updated. <br />(7) Lois will discuss the remaining action items in a future meeting <br />commercial building codes, green building rating system; and goals to further develop subcommittees, <br />education and marketing strategies for City staff, the community and commercial entities. <br /> <br />5.Special Presentations <br />a.None <br />6.Old Business <br />a.Waste/Resource Conservation  Subcommittee Report by Lois Sechrist <br />(1)Lois will focus on developing a baseline survey for local busine <br />recycling activities. She plans to work with the Chamber of Comm <br />District. <br />(2)Businesses are not included in the City residential recycling program unless they have set up an <br />account. Businesses also have the option of requesting recycling collection from a private collector. <br />(3)Commission members provided input and sample questions for the business recycling survey and Lois <br />will provide develop a draft survey for review. <br />b.Water/Stormwater Subcommittee Report by Helen Fuller <br />(1)Helen and Eric Karch, River Des Peres Watershed Coalition, will track the rainscape projects in <br />University City. There were nine projects submitted and two fund <br />(boundaries are north of Olive Midland to Hanley). They will monitor before and after activities related <br />ndrd <br />to the projects and use the information obtained to assist homeowners applying in the 2 and 3 <br />round of the Rainscape Rebates program. <br /> <br />
