<br /> <br /> MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />May 13, 2013 <br />6:30 p.m. <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, <br />on Monday, May 13, 2013, Mayor Shelley Welsch called the meeting to order at 6:38 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Sharpe withdrew the name of Michael Miller as an appointee to the Historic <br />Preservation commission. <br /> <br />Mr. Glickert moved to approve the amended agenda, was seconded by Ms. Carr and the <br />motion carried unanimously. <br /> <br />D. PROCLAMATIONS <br />Mayor Welsch read a proclamation for University City resident Fannye Houston on the <br />th <br />occasion of her 75 birthday celebration. The proclamation was presented by Mr. <br />Sharpe and Mr. Price. <br /> <br />E. APPROVAL OF MINUTES <br />1. <br /> The minutes of April 22, 2013, City Council Study Session were moved for approval <br />by Mr. Sharpe, seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />2. <br />The minutes of April 22, 2013, City Council Regular Session were moved for approval <br />by Mr. Sharpe and were seconded by Mr. Glickert. <br /> <br />Ms. Carr asked to discuss her Point or Order on page six of the minutes. She said <br />Mr. Kraft asked to change the agenda to add a discussion on Council rules and <br />policies. Ms. Carr noted that at that time she voiced a Point of Order and the Mayor <br />decided that he should continue. Ms. Carr said she would like to put the Mayor’s <br />statement in quotes and this was not unprecedented as Ms. Wofsey’s statement was <br />put into quotes. <br /> <br />City Clerk Ms. Pumm addressed Ms. Carr’s statement on Ms. Wofsey’s statement <br />stating that Ms. Wofsey preceded her statement with “for the record”, which then <br />automatically leads to the rest of the statement to be verbatim, in quotes. <br />1 <br /> <br /> <br />
