MEETING OF THE CITY COUNCIL CITY HALL 6801 Delmar Blvd. City of University City, Missouri 63130 May 13, 2013 6:30 p.m. At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on Monday, May 13, 2013, Mayor Shelley Welsch called the meeting to order at 6:38 p.m. In addition to the Mayor, the following members of the Council were present: Mr. Byron Price Ms. Paulette Carr Mr. Stephen Kraft Mr. Terry Crow Mr. Michael Glickert Mr. Arthur Sharpe, Jr. Also in attendance was the City Manager Lehman Walker. C. APPROVAL OF AGENDA Mr. Sharpe withdrew the name of Michael Miller as an appointee to the Historic Preservation commission. Mr. Glickert moved to approve the amended agenda, was seconded by Ms. Carr and the motion carried unanimously. D. PROCLAMATIONS Mayor Welsch read a proclamation for University City resident Fannye Houston on the th occasion of her 75 birthday celebration. The proclamation was presented by Mr. Sharpe and Mr. Price. E. APPROVAL OF MINUTES 1. The minutes of April 22, 2013, City Council Study Session were moved for approval by Mr. Sharpe, seconded by Mr. Glickert and the motion carried unanimously. 2. The minutes of April 22, 2013, City Council Regular Session were moved for approval by Mr. Sharpe and were seconded by Mr. Glickert. Ms. Carr asked to discuss her Point or Order on page six of the minutes. She said Mr. Kraft asked to change the agenda to add a discussion on Council rules and policies. Ms. Carr noted that at that time she voiced a Point of Order and the Mayor decided that he should continue. Ms. Carr said she would like to put the Mayor’s statement in quotes and this was not unprecedented as Ms. Wofsey’s statement was put into quotes. City Clerk Ms. Pumm addressed Ms. Carr’s statement on Ms. Wofsey’s statement stating that Ms. Wofsey preceded her statement with “for the record”, which then automatically leads to the rest of the statement to be verbatim, in quotes. 1
