Staff agreed to that and <br />handled the whole process. <br /> <br />Ms. Carr noted that whether Trailnet came to the City or whether Ms. Brown <br />stated that the City expressed interest was irrelevant. She said what was <br />relevant was the grant should have come to this Council for approval to authorize <br />the City Manager to sign the contract and to administer the funds of $12,000, it <br />does not matter who started the process, the point was that the Council was <br />circumvented or bypassed. <br /> <br />Mayor Welsch said her point for the record “Was to clarify a statement that had <br />been made earlier”. <br /> <br />City Manager Mr. Walker said to clarify for Council’s information, that in some <br />cases the funding authority requires a Council resolution when the City applies for <br />a grant application and brings that to Council requesting the approval from the <br />elective officials. He noted in other cases it is not required, as the City has many <br />grants applied for by various City departments on a regular basis. The criteria <br />that has been used by previous City Managers has been when a Council <br />resolution is required, it comes forward before the grant application is submitted. <br />Mr. Walker said in other cases for smaller grants, particularly if they are within the <br />City Manager’s spending authority, the City applies for the grant. He said some <br />funding authorities clearly require a Council resolution others do not. <br /> <br />Mr. Price asked the City Manager what his spending authority was and Mr. <br />Walker stated it was $25,000. <br /> <br />Mr. Price then asked if any grant over $25,000 would be brought to the City <br />Council. Mr. Walker said any grant requiring a City contribution of $25,000 or <br />more would come to Council. <br /> <br />Mr. Walker said in some cases, depending upon the funding authority, no matter <br />what the grant amount was; it requires some action by the elected officials and in <br />those cases the City brings them forward to the Council. Mr. Walker gave <br />examples of grants the City receives without going to Council; as the police <br />department receives grants on a regular basis, the recycling program receives <br />regular grants. Mr. Walker said the point he wanted to make was when there was <br />a requirement, the City clearly brings it to Council. He said through the Council <br />Briefs the City he lets Council know when the City was successful in receiving <br />these grants. <br /> <br />Ms. Carr stated if that was the case she would hope this Council would be <br />advised that we have received a grant for $67,000 and that the City match would <br />be $12,000. Ms. Carr stated that as a new City Manager she was not holding him <br />responsible. She said that $12,000 was not over the City Manager’s spending <br />authority; at the time it was a resolution not an ordinance as it is now. Ms. Carr <br />said this should have come to the Council at least in terms of advice if not <br />consent. <br /> <br />11 <br /> <br /> <br />
