<br /> <br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />May 13, 2013 <br />5:30 p.m. <br /> <br />th <br />The City Council Study Session was held in the Council Chamber, 5 floor of City Hall, on May <br />13, 2013. Mayor Shelley Welsch called the Study Session to order at 5:30 p.m. In addition to <br />the Mayor, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Steve Kraft arrived at 6:00 P.M. <br />Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Terry Crow <br /> <br />Also in attendance were City Manager Lehman Walker, Fire Chief Adam Long, Director of <br />Public Works and Parks Rich Wilson and Director of Community Development Andrea Riganti. <br /> <br />Mayor Welsch opened the Study Session by asking if there were any changes to the Council’s <br />agenda for the evening. Mr. Sharpe asked to remove his nomination to the Historic <br />Preservation Commission as there was a scheduling conflict with the nominee. <br /> <br />City Manager Mr. Walker opened the study session with a continuation of the Fiscal Year 2014 <br />budget study with the department heads. Chief Adam Long of the Fire Department was the first <br />to present his department’s FY 2014 budget proposal. <br /> <br />Chief Long provided an update on the new firehouse. He said that as of this date the project <br />was 47% complete and the estimated date for move-in would be, October 3, 2013. <br /> <br />The goals of the fire department are to complete the construction of the new fire house; hire one <br />new fire fighter and hire an Assistant Fire Chief to increase the staffing by two. The firefighter <br />hired will be considered a rover, filling in for firefighters who are sick, on vacation or on general <br />off days in order to help offset some of the overtime paid. The fire department will also be <br />starting a new cadet program at an estimated annual cost of $25,000. He said the candidate <br />chosen for this position will be required to enroll in the paramedic program at an approved <br />institution, St. Louis Community College; maintain a 2.5 grade point average; and work up to 28 <br />hours per week at $12.54 per hour. Chief Long stated that University City residents will be <br />given priority for the cadet position. <br /> <br />Chief Long listed significant changes in the Fiscal Year 2014 draft budget: <br /> <br /> Decrease due to the transfer of dispatching to the Police Department; <br /> <br /> Increase in basic utilities with the addition of a new fire house; <br /> <br /> Increase in office equipment maintenance with adding printers and a copier at the new <br />engine house; <br /> <br /> Increase in staff training for advance training; <br /> <br /> Increase in medical supplies for replacement of the aging AEDs (Automated External <br />Defibrillator); <br />1 <br /> <br /> <br />
