<br /> <br /> 5,400 street signs <br /> <br />Mr. Wilson said he was asking for an additional part-time person. Presently this person is on <br />contract and is being paid from an energy grant. He would like to move this person into a part- <br />time position as a project manager. <br /> <br />Mr. Wilson noted that the department has been able to reduce all of its line items, personnel, <br />contractual, commodities, and capital. He said they fine-tuned where items were being charged <br />and what line items were being used. Mr. Wilson stated the idea was to look at their budget and <br />to make sure of what they are using what was being budgeted and if they were not going to do <br />so then no budget was proposed. <br /> <br />Mr. Crow asked about golf maintenance salary change and the $80,000 street salaries and if it <br />was because the City spent more there or because the categorization was wrong? <br /> <br />Mr. Wilson said in golf they had $50,000 budgeted, in golf maintenance and $40,000 of that <br />should have been for golf recreation. <br /> <br />Mr. Crow asked about the $80,000 for leaf collection. <br /> <br />Mr. Wilson stated they never charged the street salaries to the leaf collection and believed that if <br />it was spent in leaf collection, it should be charged to leaf collection. <br /> <br />Mr. Wilson said the Capital was down because the department did not need any new equipment <br />for fiscal year 2014. <br /> <br />Mr. Wilson said the biggest goal in Public Works and Parks is to complete projects within budget <br />and on time. He said the department also has a goal to complete the Americans with <br />Disabilities Act (ADA) transition plan. <br /> <br />Ms. Carr asked if it was a requirement with the ADA for the City or if it was just a preference. <br />Mr. Wilson stated it was a requirement. He stated anyone with more than 50 employees <br />needed an ADA transition plan for the buildings, as well as the public infrastructure it <br />maintained. Mr. Wilson noted that the department does not have that plan yet but will produce it <br />this year. He noted that any federal grant requires that if you are paving the road the <br />sidewalk/walkways have to be ADA-compliant. Ms. Carr asked how many Federal grants the <br />City gets. Mr. Wilson said the City gets one grant a year. Ms. Carr asked how much territory <br />one grant covered and Mr. Wilson said he would get back to Council with that information. <br /> <br />Mr. Sharpe asked when repair was needed, at what point it was required that the ADA <br />guidelines needed to be followed. Mr. Wilson said that anytime a sidewalk, curb or building was <br />touched the City has to make sure that it is ADA-accessible. Mr. Sharpe asked that when <br />sidewalks needed to be worked on, do the streets have to also be ADA-accessible. Mr. Wilson <br />stated that if any sidewalk moves by a quarter of an inch, it becomes non-ADA-accessible. He <br />said the department needs to have a plan in place but there is not a time limit for <br />implementation. <br /> <br />4 <br /> <br /> <br />
