<br />a grant and Council signed an agreement that the City would provide the local match. The <br />$111,152 was the City’s match. <br /> <br />Lastly Mr. Wilson provided Council with a list of unfunded projects for future consideration. <br />Mayor Welsch asked if the City had done the master plan for Millar Park. Mr. Wilson said the <br />City has not and the cost was just an estimate. <br /> <br />Ms. Carr stated they have not had a C.I.P. (Capital Improvements Plan) study session but she <br />noted the City has been treating the maintenance of the streets as a C.I.P. but capital must last <br />more than five years and cost at least $25,000. She said that maybe it should be reclassified <br />and we should find a way to cover maintenance on a yearly basis as opposed to keep it in <br />Capital. Secondly she said in terms of the parks, traditionally University City has addressed one <br />park a year as a way to keep the City’s funding constant. Ms. Carr said she saw Millar Park, <br />Lewis Park and the golf Course with needs and should be prioritized and projected into out- <br />years. <br /> <br />Mr. Glickert asked if the improvement for funding would be for the driving range and did it also <br />encompass the run-off on the number two hole going into Ruth Park Woods, caused by the <br />driving range? Mr. Wilson said it would all be a part and would provide a solution to address the <br />issues. He stated they are only working on the driving range landing zone and will not be doing <br />anything with the driving range itself. He said it would look at the drainage issue and be able to <br />grade the area. <br /> <br />Mr. Kraft asked the Finance Director if it were the case that when you upgrade capital, it is <br />booked as a capital expense. Ms. Charumilind said if spending extends the useful life of a <br />capital item, it is considered a capital expense. <br /> <br />Mayor Welsch asked if there is a way to put into the City’s contract for tree trimming, or for <br />concrete work, that residents could use the selected companies at the City rate for their own <br />projects. This is something she had brought up to Mr. Ollendorff during her first term on Council. <br /> <br />Mr. Walker moved to Community Development Fiscal Year 2014 budget presentation with <br />Director of Community Development Andrea Riganti. <br /> <br />Ms. Riganti provided the highlight of Community Development budget with emphasis on the <br />major changes. She noted the Community Development has four divisions: <br /> <br /> Administration <br /> <br /> Construction services and Facilities maintenance <br /> <br /> Recreation – Golf, Community Center, Aquatics and Centennial Commons (inside <br />programs) <br /> <br /> Planning, zoning and economic development <br /> <br />Ms. Riganti went over the major goals and projects for FY14 <br /> <br /> Develop/execute a building improvement strategy for City-owned buildings; <br /> <br /> Increase inspector certifications; <br /> <br /> Increase participation in recreation programs; <br /> <br /> Continue comprehensive planning efforts; <br />6 <br /> <br /> <br />
