<br />Land ClearanceforRedevelopment Authority(LCRA) Minutes <br />April 25, 2013 <br />(Approved at 6/20/13 Meeting) <br />The April 25, 2013 meeting of the Land Clearancefor Redevelopment Authority was held in the <br />th <br />4Floor Conference room at City Hall, 6801 Delmar, University City. The meeting was called to <br />order at 6:30p.m. <br />Voting Members PresentVoting Member Absent <br />Dan Wofsey(Chairperson)Eric Vanderhoef <br />Dan Rayhawk <br />Robert Frazier <br />SultanAliMuhammad <br />Non-Voting Council Liaison Present <br />Mayor Shelley Welsch <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Community Development <br />Lisa Peck, Manager of Economic Development <br />A motionwas made by Mr. Rayhawkto amend the Agendato include the Redevelopment Plan <br />for consideration as well as the Blighting Analysis, and seconded by Mr. Frazier. Motion <br />carried. <br />Approval of Minutes <br />Minutes for March 28, 2013were approved unanimously. <br />Consideration of a Blight Analysis for Parcels in the 6500 Block of Plymouth Avenue <br />Blight Analysis for Plymouth Avenueand RedevelopmentPlanof6514,6518,6522, 6524, <br />and 6526Plymouth Avenue <br />Ms. Riganti providedan overview and background informationfor theconsideration of the <br />blighting analysis and redevelopment plan. The City of UniversityCity and Habitat for Humanity <br />St. Louis formed a partnership two years ago. The City of University Citywouldacquirevacant <br />property from St. Louis County Board of Trusteesif there is an interested party in redeveloping <br />the property. As a result, the City,in turn,relinquishes ownership of the properties to Habitat for <br />HumanitySt. Louis forconstructinginfill homes. Habitat is proposing to build four LEED <br />platinum homes on the properties covered in the blight analysis and redevelopment plan. <br />Approval by this board is the first step in order to move forward in the tax abatement processby <br />approval ofthe blight andredevelopment plan. <br />The existing conditions of the neighborhood are mostly single family homes with smaller lots. <br />One subject property is larger than the others, so it will bereplatted.Ms. Rigantidefined the <br />designation of blight set forth in MissouriState Statue 99.320. <br />Mr. Paul Meier of Habitat for HumanitySt. Louis, the applicant, outlined the blighting criteria <br />related to the subject properties. The subject properties’current conditions meet four of the five <br />blighting criteria.These include: 1.unsafe or unsanitary conditions-environmental issues due <br />1 <br /> <br />
