and Commissions, questions 3 and 4 and asked Ms. Pumm to verify that the jobs mentioned in
these questions are done by other staff to which the City Clerk agreed.

Ms. Carr asked the City Clerk if she was the keeper of the records or was it something that the
City Clerk oversees for other people. Ms. Pumm noted that she oversees others as the City
Clerk can assign others to be keepers of certain records. She said the staff liaison who attends
the commission meetings is the person who would be better equipped to post and keep the
minutes. Ms. Pumm said she does not see the minutes until the minutes are sent to her for
inclusion in the Council’s packet.

Mr. Glickert next went to number IV - does the City Clerk make available agendas, audio and
minutes of the commissions was the same thing as mentioned previously. There was
consensus to strike this one. Under Professional Skills, question #2 - Does the City Clerk
represent the City well? He said it was not specific enough for a question and asked to have it
removed.

Ms. Carr said that sometimes the face of the City is the City Clerk especially with other cities or
other entities asking the City Clerk for something - how would the Council address that.

Mr. Glickert said to put a question in there to that effect. He gave a couple quick examples as
the City Clerk interfaces with the community on an as needed basis – or - does the City Clerk
represent the City in dealing with the citizenry?

Mr. Glickert said that at the committee meetings they failed to include the objectives Council set
for the City Clerk last year and those should be a part of the evaluation form.

Mr. Crow said the subcommittee could add, in the back section, a place to talk about the
achievements and strong points of the clerk in the past twelve months and that could also be
added in on the overall rating.

Mr. Glickert stated he would like to see input on Council’s part as it pertains to the objectives
that Council gave to their employees.

Ms. Carr asked if it would be worth having a section with just the objectives.

Mr. Glickert said yes and or it could be added to the evaluation forms with the ratings.

Mr. Glickert next spoke on the City Manager’s evaluation form. He said essentially the same
thing. He noted Council needed to park the 2012-2013 objectives for the City Manager into the
evaluation form. He said the only other thing he would add would be to look at some of the
questions as the pronouns needed to go, such as “do you feel”. He said the form should be
analytical.

Mr. Price said A.2 states “Do you feel that you receive” could be changed to “Do you receive” to
remove the personal pronoun.

2
