Session 1690, Minutes <br />March 24, 1997 <br /> <br />'7 <br /> <br />Mr. Ollendorffsaid that the railroad said that they would pay so much to get out from owning the bridge, at which point it <br />would be the City's bridge. Dollars are uncertain at this point. Railroad doesn't want to be approached with problems with <br />the bridge in the future. Mr. Ollendorff assumes it would be owned by University City at this point. <br /> <br />Mrs. Thompson felt that Ms. Jordan brought up an interesting point as to whom would own the bridge alter the repairs <br />were made. In negotiations, not only will the City need to deal with the railroad, the City will also have to deal with the City <br />of Overland. <br /> <br />Ms. Linda Gillieban, 8308 Braddock Drive, wanted to comment on the problems she was having with the 82nd Bridge being <br />closed. Since the bridge was closed last year, she had spoken with Mr. Tim Moff~tt, in the Public Works Department, and to <br />Councilmember Thompson regarding the ~1ow of trattic that has detoured down her street and home to get to Woodson <br />and Page. She said that it does not sound like a big problem, but if you live there it is. You have constant noise pollution <br />from the traffc, especially at night when you go to bed. It is very aggravating. She couldn't open her door because the noise <br />was so bad. Extra trash from people throwing it out of their cars. She is a first time homeowner and she has enjoyed living <br />there on Braddock, and didn't expect to have to deal with this kind of nightmare two years alter moving there. She said that <br />she had voted for Mayor Adams because his platform seemed consistent with her views and what was of interest to her and <br />her family. She appealed to the Mayor to reopen the 82nd Street Bridge. <br /> <br />Ms. Lillie Elazer, 1348 Coolidge Drive, said that much of what she had wanted to say has been said. She is representing the <br />Coolidge/Archer/Sheridan Neighbor Association. She wished to let Council know their complaints about the bridge being <br />closed. The increase of the tlow oftraffc on Kempland. This also increased the number of school busses. This is too much <br />traffic. This also inconveniences her and her family. Gas and time consumption is higher. If Council multiplies this <br />inconvenience by hundreds of people, the repercussions of having the bridge closed becomes very obvious. She noted <br />there were some parents in the audience that were involved with the Barbara Jordan School and said that they had made <br />numerous calls to City Hall, questioning them about the bridge, letting them know what it was doing to the school. <br />Emergency vehicles take longer to get to that area now that the bridge is closed. She strongly recommends that the Council <br />proceeds with their plans to reopen the bridge. <br /> <br />City Manager Ollendorff stated that to build a new bridge would take approximately six months, whereas to repair it would <br />take approximately four to six weeks. <br /> <br />Mrs. Thompson stated that she has much personal interest in this situation and wishes the City to take whatever action is <br />required to see it to its positive fruition. <br /> <br />Mr. Schoomer said that he did not want to make promises prematurely before further studies and discussions had taken <br />place. He recommended that the City proceed with all due diligence. <br /> <br />Mayor Adams assured all that a temporary patch would not last and that a full rebuilding of the bridge must be done. <br /> <br />Mr. Ueberman directed Mr. Ollendorffto take a more legal position with the railroad and make them liable for paying for <br />some of the building costs of the bridge. <br /> <br />Mr. Wagner also directed Mr. Ollendorffto formally request Overland's assistance in rebuilding the bridge. <br /> <br />Mayor Adams queried Council's pleasure in allowing Mr. Ollendorffto proceed with negotiations with Overland and the <br />Terminal Railroad as well as approval for an engineering design contract. All aye motion carried. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the period ending March 2 I, 1997, was received and ordered filed. <br /> <br /> <br />
