<br />Mr. Sharpe seconded what Mr. Crow said and stated Council should make some <br />effort and the City/Council should be the one to contact Schnucks. He said whatever <br />meeting that was scheduled for July 16, the City should intervene. <br /> <br />Mr. Price said he had not seen this before from a commission and the reference <br />being made to Rudi Giiani’s efforts as Mayor of New York City to prosecute crime <br />was inappropriate. He said he has friends in New York who are outraged by some of <br />the tactics that have been taking place. Mr. Price stated he did not know how a <br />citizen could go and represent policy in law and make recommendations to an official <br />at Schnucks as it relates to crime and that Schnucks should follow what was done in <br />New York City. He said no one here would approve of that as those types of actions <br />would go straight to the Chief of the Police and he would make recommendations to <br />the Council. Mr. Price said some action needs to take place as this could get out of <br />hand if people are running off ad-hoc doing what they have no authority to do. <br /> <br />Mr. Crow said he believed he needed to amend his motion to also instruct the <br />members of this commission not to meet with any business without having a meeting <br />of the body or consultation with City Council. He said it struck him odd that a couple <br />members of the commission would go in front of a larger business owner in this <br />capacity. Mr. Crow asked that his motion be amended to include that members of <br />the Human Relations Commission be instructed to cancel their upcoming meeting <br />with Schnucks and be prohibited from any further individual meetings with <br />businesses without prior approval of the Council. <br /> <br />Mayor Welsch stated that it would behoove the Council to invite Mr. Olander and Ms. <br />McGinnis to sit down with members of Council to explain what happened by whom <br />and what direction they were working in. She stated she was very uncomfortable <br />with this Council making a motion directing the action for a volunteer Board or <br />Commission without hearing from members of that commission. She thanked Mr. <br />Womack for coming and giving his position and Ms. Carr giving her position as the <br />Council liaison, however she was surprised that the suggestion was not made to talk <br />to the other members of the Human Relations Commission to have them explain to <br />Council what they did and why. Mayor Welsch said she would have no problems <br />with directing them after hearing from the other Commission members that were <br />discussed. Mayor Welsch thought it was very unprofessional and did not think <br />Council should do that. <br /> <br />Mr. Kraft called for a Point of Order when Mr. Womack went to the microphone and <br />started to speak without being called upon by the Chair. The Mayor asked Mr. <br />Womack to leave the microphone. <br /> <br />Mr. Crow has asked for an amendment to his original motion. Mayor Welsch asked <br />Mr. Crow for his motion again. <br /> <br />Mr. Crow said he moved that the City Manager and the City Attorney work with the <br />Human Relations Commission to examine their Charter and charge and determine <br />the appropriate level of activity that this commission may have as a whole.
