Mr. Walker noted the City <br />has been providing quarterly reports but the format had been changed to a <br />more compact form, stating that some Councilmembers said there was too <br />much information, so the quarterly report was shortened. He said the financial <br />report is about 30 to 40 pages long, so it is now just being summarized. Mr. <br />Walker said they would look at the Clayton’s website and would make it as fully <br />accessible as possible. <br /> <br />Ms. Carr apologized if she did not recognize it as a quarterly report. <br /> <br />Mr. Crow said if Ms. Carr is thinking she may not have received the quarterly <br />reports and the City Manager said he provided them. Mr. Crow would imagine <br />the City Manager and the City Finance Director could provide Council with the <br />quarterly reports they have provided over the last several years. <br /> <br />Mayor Welsch stated Council has been receiving the quarterly financial reports <br />and if Council would like to see the extended version to let Mr. Walker know. <br /> <br /> Flood discussion requested by Ms. Carr and Mr. Price <br /> <br />Ms. Carr passed around some pictures of a flooded resident during the June 17 <br />flood. She noted she lives in fear at every rain event and she is on the phone <br />checking on the conditions. <br /> <br />Mr. Price referred to the memo from Mr. Walker on the Corps of Engineers <br />Study and Future Buyout Project Update of May 17, 2013. He asked the City <br />Manager to verify if the Corps of Engineering was not a funding source to which <br />Mr. Walker agreed. Mr. Price quoted from the memo stating “What led to this <br />delay is that funding was not secured at the federal level to finalize and approve <br />the study in the federal fiscal year 2014”. He said he was not sure if funding <br />has been secured today. Mr. Price gave Congressman Clay all the credit for <br />the hard work leading to the last flood buyout was because he spear headed <br />getting the funding for that project. He said Council needed to bring back a big <br />squeaking wheel to Congressman Clay, Adele Anderson, Claire McCaskill, <br />Hazel Erby. Mr. Price said he was asked why they did not see him during the <br />flooding and he said it was not if you would see him but rather what he would <br />do to get some action. He said they were not talking of a lot of money, as it was <br />estimated the flood buyout would cost 27 million dollars. Mr. Price asked for <br />comments as how to get more funding to get the people out of harms-way. He <br />told Mr. Walker to put signs up at the Hafner Court apartments to notify rental <br />applicants that the property was located in a flood plain. <br /> <br />Mayor Welsch noted that one of the things public officials can do since their <br />letters are read and calls are listened to, is to contact various offices.
