PUBLIC HEARINGS <br />1. <br /> The proposedUniversity City Bicycle and Pedestrian Master Plan <br /> The Public Hearing opened at 6:35 p.m. <br /> <br /> Morton Hyman, 739 Harvard Avenue, <br />Mr. Hyman stated the residents of the subdivision for which he is a trustee, were <br />concerned about the liability cost and the control of the plan. He said some bikers and <br />walkers currently use Princeton as an exit on the sidewalk to skirt the chain across the <br />entrance of their subdivision. He expressed concern regarding the legal ramification of <br />putting a public bike passage on a private street and how it would fit in with the new <br />roundabout. Mr. Hyman asked who would be responsible for new street barriers that <br />would be needed and who would design, build and maintain them. He noted that they <br />were having flood trouble with two MSD drains in the area of the trail. Mr. Hyman said <br />residents in the subdivision pay a considerable amount of money for living in a private <br />subdivision which gives the subdivision rights and privileges of managing their traffic <br />flow. (Mr. Hyman’s complete comments can be found at the end of these minutes) <br /> <br />Margaret Johnson, 7509 Gannon, Co-Chair of the Bike/Walk Task Force <br />Ms. Johnson stated that the task force began working in October 2010, with the goal of <br />putting University City into a leadership position in the regional movement of a <br />bicycle/pedestrian infrastructure. She said now the goal was to keep University City <br />from falling further behind since approval of the final report was due February 2012. <br />Ms. Johnson said they have had many public meetings and have presented the <br />bike/walk plan to every relevant City commission where it has received unanimous <br />support. She said that many cities already have a bike-walk plan in place, such as the <br />City of St. Louis, Ferguson, Sunset Hills, Bridgeton, Brentwood, Vinita Park, <br />Maplewood, Richmond Heights, Rock Hill, Woodson Terrace, Webster Groves and <br />Clayton, whose path terminates at University City’s limits. She said the plan would <br />continue the Clayton path to U-City destinations. Ms. Johnson stated that the plan <br />contained a 20-year vision for University City that would be implemented piece by <br />piece and can be changed as needed. She stated that by approving the plan the City <br />would gain leverage for grants and funding from St. Louis County, MODOT, Federal <br />Government, and non-profit funders. Ms. Johnson urged the City Council to put aside <br />any animosities and political maneuverings and base its decision on what’s best for <br />the future of University City.
