Mr. Price said <br />what would happen if half pulled out and the City sees a drop in sales tax, <br />business licensing and jobs. He said it was systemic to the logo, when there was <br />something as major as the logo and in the end there was just disruption. He said <br />if everybody was included upfront it would not happen. Mr. Price stated the good <br />created for the City is under assault and Olive is still sitting over there the same.as <br />compared to all the attention given to Delmar Blvd. He noted there is still the big <br />lot on North & South sitting vacant and other properties on Midland. <br /> <br />Mr. Glickert called for a Point of Order. He stated he agreed with Mr. Price but the <br />agenda item was discussion on the free Loop parking. <br /> <br />Mr. Price said there was a correlation between both. He said if you develop Olive <br />the City has more sales tax money, more money to help do development on Olive. <br />Mr. Price said the lack of attention on Olive puts more stress on the decisions <br />made in the Loop that are not rational. Mr. Price said he would put a motion on <br />the floor after everyone was done. <br /> <br />Mayor Welsch noted that she felt strongly that the Council should not have any <br />motions or votes on this until it came before Council from the Plan Commission. <br />She said this process rightly belongs with the Plan Commission that is still <br />studying the issue. Mayor Welsch said that a number of things from the Plan <br />Commission that were being quoted were not correct and she knows that staff <br />would be sending the correct information to Council. She said staff will also be <br />sharing with Council the work of the previous Plan Commission as well as the <br />current Plan Commission. Mayor Welsch stated the Plan Commission did support <br />this project last October and noted that Ms. Carr made the motion for it and there <br />was discussion about structured parking at that meeting. Mayor Welsch said any <br />vote from Council now would seem as pressure on the Plan Commission and <br />believes if a citizens’ committee has been asked to study it and they should be <br />able to make their recommendations to Council, as has been the previous <br />precedent. <br /> <br />Ms. Carr said in answer to Mayor’s assertion that she did vote to support the plan <br />noting that it was not a completed plan. It was supported by the Plan Commission <br />at that time to proceed ahead, not to endorse it. Ms. Carr said she agreed with <br />Mr. Glickert and Council should be concerned about how much money the City is <br />spending on a parking lot. She suggested possible leasing the parking lot to the <br />Loop Special Business District or Parkview Gardens and they do the <br />maintenance. Ms. Carr did not want to see the viability of the City’s premiere <br />street threatened. She noted condos in Clayton that are not full. <br /> <br />Mr. Crow, in answer to the Mayor as to following a process, agreed that it was <br />something Council normally would not have wanted to take a vote on; however, <br />he said the responsibility for that should be that of the Mayor. He said the Council <br />should have had a dialog about the plan and the parking. Mr. Crow said the <br />Mayor’s blog took excessive swipes at the business owners and a Plan <br />Commission meeting.
