<br /> <br />-It was noted that there should be more consistency between the north side and south side. <br /> <br />-General discussion about the design drawings was held. <br /> <br />3.a. Public Comments <br /> <br />Two members of the public addressed the Commission. <br /> <br />L. Dean Smith 6934 Dartmouth Avenue in University Heights 1 <br />Mr. Smith stated that while some in University City are against the roundabout and some are in <br />favor, he was more concerned about how to make it functional and meet the historic context. He <br />stated that the Civic Plaza includes an expansion of the curb outward in front of City Hall to the <br />north-south lines of the islands and Trinity Avenue; that this was the essence of the Plaza the <br />curvature of Delmar to the islands with a view of the islands and lion gates all the way up <br />Delmar. He stated it was important to keep this line of sight and the focus should be about the <br />traffic circle only, but about the Plaza. He stated he was concerned about lawn coming out so far <br />that the only focus is on the roundabout. He proposed the use of striping instead of grass and <br />lawn in order to keep the essence of the Plaza intact and stated that an example was a traffic <br />circle used along Hampton Avenue. Mr. Smith stated the importance of preserving the view of <br />the lion gates and this is the heart of the City which should be preserved for future generations; it <br />should not be solely about the roundabout. Traffic efficiency and historic value should both be <br />preserved. <br /> <br />Judy Baernstein 793 Yale Avenue in University Heights 1 <br />Ms. Baernstein had questions about the area where there are parking spaces at the intersection of <br />Trinity Avenue and Delmar Boulevard. She asked what would happen with that area and if it <br />will still be an exit to Delmar Boulevard. <br /> <br />Mr. Wilson stated there would be no change to this section of Trinity Avenue and the access to <br />Delmar Boulevard; it would be a right turn only, as it exists today. It would be the same on the <br />south side also. <br /> <br />Mr. Greatens stated, in reference to previous comments, that the 1985 Plan addressed <br />landscaping and expressed the goal that all views of monumental buildings and structures should <br />be preserved so it would be important that only low level landscaping would be used to not block <br />views. <br /> <br />Mr. Smith thanked the members of the public for their comments and stated that the challenge <br />for the design team would be to see if minor changes could be made to remain consistent with <br />the historical context of the Plaza. <br /> <br />Councilmember Carr asked if she could address the Commission. Ms. Carr stated that Council <br />had not yet voted on the roundabout and it was not a certainty that the roundabout would be <br />installed. <br /> <br />4.
