<br /> <br />Economic Development Retail Sales Tax Board <br /> <br />Minutes <br /> <br />May 15, 2013 <br />4:00 p.m. <br /> <br /> <br />The Economic Development Retail Sales Tax Board (EDRSTB) held a meeting at the Heman <br />Park Community Center located at 975 Pennsylvania, University City, Missouri on May 15, <br />2013. The meeting commenced at 4:00 p.m. <br /> <br />Voting Members Present <br />Barbara Sydnor (Chairperson) <br />Tom Peters <br />Jackie Wellington <br /> <br />Voting Members Absent <br />Mark Winer (excused) <br />Robert Kuhlman, Jr. (excused) <br /> <br />Non-Voting Members Present <br /> <br />Shelley Welsch, Mayor <br /> <br />Staff Present <br /> <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Economic and Community Development <br />Lisa Peck, Economic Development Manager <br /> <br />Approval of Minutes <br /> <br />The minutes of the May 7, 2013 meeting were reviewed and approved by a vote of 3-0. <br /> <br />Public Hearing <br />Ms. Riganti opened the Public Hearing at 4:01 p.m. She discussed the statutorily eligible uses of the <br />Economic Development Retail Sales Tax (EDRST) , provided an overview of sales taxes collected <br />since City adoption in 2006, and described various projects accomplished with the funds. She then <br />provided an overview of applications for EDRST. There were four main applicants for this round of <br />funding-the Department of Public Works and Parks, the Loop Special Business District, the <br />Department of Community Development, and U City in Bloom. Ms. Riganti reminded the Board of <br />the Economic Development Retail Sales Tax Board Funding Priority Guidelines passed at the 5/7/13 <br />meeting. These Guidelines were used by staff to arrive at the score for each application. <br /> <br />Comments from the Board- Mr. Peters inquired about the staff ranking of the applications with regard <br />to who did the ranking and his confusion on the ranking system. Ms. Riganti explained that the three <br />staff members present were involved in the scoring of the applications and that staff was serving in <br />their advisory capacity by presenting a recommended budget. <br /> <br />The Chair then invited the public to make comments. <br /> <br />Public Comments – <br />Ms. Elsie Glickert, 6712 Etzel, spoke about the need to move the public hearing later in the <br />evening. She also spoke about the allocation of funds being skewed toward Delmar Loop. She <br />indicated that flowers would help beautify Olive Boulevard and suggested that the utility boxes <br /> <br />1 <br /> <br />
