January 22, 2007
Ms. Ricci noted that she was unable to be heard before the vote was called for. She said
she wanted to suggest a modification to the appointment terms since the two subject
areas, Olive and the Loop, are touched by the first and second wards. Therefore, Ms.
Ricci proposed that one of the four year terms be given to one of the candidates from
either ward one or two. Ms. Ricci’s modification was not acknowledged by the chair.

CITY MANAGER’S REPORT
1. Liquor License at 6333 Delmar, establishment known as El Maguey
Ms. Feier said that this application was for liquor by the drink including Sunday
sales. She pointed out that the owner did not have any previous experience in
this business.

Mr. Price moved for approval and was seconded by Mr. Glickert.

Ms. Ricci noted that the relationship of the owner of the restaurant to the applicant
was unclear. Secondly, she did not understand the hand-written words “no good” by
the phone number. Ms. Feier said that she attempted to use that phone number and
it did not go through, but the number listed at the end of the application worked. Ms.
Feier did not know the relationship between the owner and the applicant.

Ms. Brot said that she was concerned about granting a twenty-six year old, with no
restaurant or bar experience, a full liquor license. She would prefer starting with a
beer and wine license in these situations.

Mr. Price asked if there was a previous restaurant at the location and if they had a full
liquor license.

Mr. Price called for the question. The voice vote was four Ayes from Mr. Price, Mr.
Glickert, Mr. Sharpe, Jr. and Mayor Adams and three Nays from Ms. Brot, Ms. Ricci
and Mr. Wagner.
