<br />MINUTES OF UNIVERSITY CITY COUNCIL <br />SPECIAL SESSION <br />City Hall, second floor conference room <br />6801 Delmar Blvd <br />8:30 a.m. <br />August 22, 2013 <br /> <br /> <br />A Special Session of the City Council of University City held in City Hall, second floor <br />conference room, August 22, 2013. Mayor Shelley Welsch called the meeting to order <br />at 8:34 a.m. In addition to Mayor Welsch the following members of Council were <br />present: <br /> <br />Mr. Stephen Kraft <br />Mr. Arthur Sharpe, Jr. <br />Mr. Michael Glickert <br />Mr. Byron Price <br />Mr. Terry Crow <br /> <br />Also in attendance were City Manager Lehman Walker and the Director of Public Works <br />and Parks Rich Wilson. <br /> <br />Mayor Welsch asked Council for their consensus as to whether to have Citizen <br />Comments before Council’s discussion and vote. Mr. Glickert moved to have Citizen <br />Comments before Council’s discussion and vote and was seconded by Mr. Kraft. <br /> <br />Mr. Kraft asked if Citizen Comments could be limited to three minutes, since some <br />members needed to get to work. <br /> <br />Mayor Welsch stated she hated to limit speakers’ time to less than the normal five <br />minutes. The Mayor did ask speakers to keep in mind some Councilmembers needed <br />to get to the office. <br /> <br />Voice vote on the motion to have Citizen Comments before Council’s discussion and <br />vote carried unanimously. <br /> <br />CITIZEN COMMENTS <br />Tom Sullivan, 751 Syracuse <br /> <br />Mr. Sullivan objected to the idea that this meeting was being held at 8:30 a.m. as the <br />meeting at the Heman Community Center a month of so ago in the evening, quite a few <br />people turned out for it. He stated the mock roundabout really has not had a chance to <br />operate when the traffic is normally busier. Mr. Sullivan said when traffic is lean it goes <br />fine. He said he has seen when a vehicle makes a turn onto Sergeant King Drive, traffic <br />backs-up. Then vehicles behind cannot make a left onto Kingsland. Mr. Sullivan said <br />there are a lot of problems with traffic yielding into the circle and there will be a lot of <br />tail-ending accidents. His other concern was with the aesthetics, as he thought the <br />Civic Plaza is one of the most beautiful things in University City as an open space and <br />not junked up with anything. Mr. Sullivan said with the roundabout, there will be signs <br /> <br /> 1 <br /> <br />
