<br /> <br />Historic Preservation Commission <br />July 18, 2013 Meeting Minutes <br />(approved 8/15/2013) <br /> <br />The Historic Preservation Commission held their regular meeting in the Heman Park Community <br />Center located at 975 Pennsylvania Avenue, University City, Missouri on July 18, 2013. Approval of Minutes <br /> <br />Minutes of the previous meeting (June 20, 2013) were accepted as written. <br /> <br />2. 7401 Balson Avenue Design review for proposed removal of clay tile roof on University <br />City High School gymnasiums and replacement with asphalt shingles in the University City <br />Education Complex Historic District (Local Historic District and National Register of <br />Historic Places) <br /> <br />Mr. Greatens provided background information, pictures and maps for the project and <br />summarized the applicable Zoning Code Section (34-84). <br /> <br />Mr. Karl Scheidt with the School District of University City, executive director of operations, <br />summarized the application and stated that the roof needed to be addressed due to deterioration <br />of existing materials. He stated they would be faced with significant loss if they tried to reuse <br />the material because they would not be able to capture more than 20 percent of the clay tiles <br />because they were cracked or otherwise damaged. He also stated that the underlayment below <br />the clay tile was deteriorated, resulting in leaks; between both gymnasiums, there were 28 leaks. <br />He stated that the problem would require tearing off the roof to address the leaks and there was <br />rotting wood inside; the only way to address all the problems would be with a full tear-off. Mr. <br />Scheidt stated that they had maintenance problems for decades and it was too expensive to <br />maintain. A price comparison to replace the roof with clay tiles vs. the shingles proposed was <br />3.5 times more expensive, mainly due to labor. He added that they would still be prone to the <br />same problems due to the weather in the area. He stated that they were seeking a material <br />similar in color to not draw attention to the structure and to be complimentary in appearance. <br /> <br />tm; <br /> šE <br /> <br /> <br />
