<br /> <br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />September 23, 2013 <br />6:30 p.m. <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City <br />Hall, on Monday, September 23, 2013, Mayor Shelley Welsch called the meeting to order <br />at 6:30 p.m. In addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br /> <br />Mr. Arthur Sharpe, Jr. was excused. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />Mayor Welsch expressed her condolences to Councilmember Sharpe on the death of his <br />sister Gloria Sharpe Lee. She also recognized Boy Scott Troop 493 from Jackson Park <br />Elementary who was visiting with their leaders as part of their work on a Merit Badge. <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Walker asked to add a resolution dealing with property tax rates and a Public <br />Hearing which was advertised in the newspaper as required and was posted at the <br />Public Library. This was not on Council’s agenda. He noted previous legal opinion <br />indicated that Council’s agenda is a draft document until it is adopted by Council. Mr. <br />Walker stated that the rate had not changed from the previous year as there has not <br />been an increase in the past three years. Mr. Walker said if Council decided not to <br />adopt the resolution this evening, a special meeting will be required. <br /> <br />Mayor Welsch confirmed Mr. Walker’s request is to add a Public Hearing on the <br />annual property tax rate and a resolution setting the annual tax rate. <br /> <br />Ms. Carr stated she respected the fact that the public hearing on the property tax rate <br />was advertised. She noted her concern about adding a public hearing without putting <br />it on the Council’s agenda since we are trying to be transparent. Ms. Carr said it is <br />understood that it is a draft agenda, but was uncomfortable about adding a public <br />hearing. <br /> <br />Mr. Crow noted that judging from the attendance at the meeting tonight it would make <br />sense to have the notices go out correctly. He noted it appeared to be flawed by <br />adding a public hearing at the last minute. <br /> <br />1 <br /> <br /> <br />
