<br /> <br />Mayor Welsch stated her request would be if the Public Works department could look at <br />scheduling a routine for looking at alleys. <br /> <br />Mr. Wilson’s recommendations are: <br /> <br /> Residential street with curbs swept three times a year between May and October <br /> <br /> Major Collectors swept eight times per year <br /> <br /> Commercial area, including parking lots swept four times per week <br /> <br /> Multi-family housing streets swept nine time per year <br /> <br /> School streets swept eight time per year <br /> <br /> Alleys swept as needed <br /> <br /> Bike trails swept as needed or twice a year <br /> <br /> Pervious pavements vacuumed twice a year <br /> <br />Mr. Kraft asked if there was a budgetary issue that Council would need to deal with to make it <br />happen or with the pluses and minuses, would Public Works be within budget. <br /> <br />Mr. Wilson stated it could be incorporated into solid waste over time, as he thought there might <br />be some excess revenue. <br /> <br />Mr. Walker stated it would be helpful if a decision was not made now and asked Council to <br />advise staff of any objections to any part of the proposal. <br /> <br />Ms. Carr asked if there would be an issue of sweeping a street would indicate the City would <br />then own the street. <br /> <br />Mr. Wilson said the City Attorney did review this and had no problems with it. <br /> <br />Mr. Kraft would like Council to weigh in that they approved this but did not want Council’s <br />approval to be so detailed that if a change was decided, it would not have to come back to <br />Council. He asked if Mr. Walker and Mr. Wilson to come up with a resolution that would <br />endorse the overall policy without making Council micromanaging the street sweeping. <br /> <br />Mr. Crow asked if we have a written opinion from the City Attorney on sweeping private streets <br />and if so, could be sent to him. He also asked about the multi-family housing being swept more <br />often just because it was thought they had more traffic. <br /> <br />Mr. Walker said he would send out the legal written opinion. <br /> <br />Mr. Wilson said they would like to add no parking in the multi-family areas in November in order <br />to get the leaves picked up.
