She related a persofal experieax~ with the occupan-
cy law that created difficulty for hear. However, she said the

Mr. Price, noting that two unrelated people (including children) may be ~
to a fam~ly's occupany permit, asked how the school district will be affectei
Mr. Ollendorff said tb~ p~-o~<~ed law states that related or unrelated~_ people
on the permit must be living together as a single household. Mr. Price point-
ed out there was no way of fira{ng out if people were living in a household
illegally without going to a g~at n~l of eq0eme for inspections, follow-
up, etc. Mr. Ollerrbrff ~ but said the same sihmtion exists now. Mr.
Price thou~t the pk-c,~osed changes will ma~a it easier to break the law.

Mrs. Schuman said she discussed this issue with several school administrators
who felt the {~ct of the changes will be insignificant, because the per-
so~(s) with whcm the unrelat~ children live must have power of attorney in

Mr. Price did not believe that would work the way it was intended and said he
thought there would be serious ramificetic~s fk.-- the l~u~0sed changes, espe-
cially in the ~kird Ward. He sa~d children would be enrolled in the School
District who don't actually live here, or who are here only ~beca__use they have
failed in another d~-~trict, or whoee caretakers have no vested interest in
the schools. He felt the ~ laws were the foundation that has stabil-
ized University City and its neighborhoods, and they should not be ohanged.
Those who have characterized the laws as preventing blacks f~ moving into
University City are wrcr~, and are diverting attantion ~ the real issue.

felt this issue was of MT}~ g~ater importance and yet CozN3il is not spend-
ing nearly the time on it that it n~arves. He felt or~e the c~ are ap-
proved it will he very difficult to make the laws more restrictive.
