<br />Voice vote on Mr. Glickert’ s motion to postpone Resolution 2013-18 until <br />November 12, 2013 carried unanimously. <br /> <br />BILLS <br />Introduced by Ms. Carr <br />2. BILL 9211 – <br />An ordinance amending various sections of Chapter 10, vehicles and <br />traffic, to revise various traffic regulations as provided herein. <br /> <br />Bill 9211 had its first reading. <br /> <br />Introduced by Mr. Glickert <br />3. BILL 9212 – <br /> An ordinance amending a section of Chapter 10, vehicles and traffic, <br />to revise traffic regulations as provided herein. <br /> <br />Bill 9212 had its first reading. <br /> <br />Introduced by Mr. Sharpe <br />4. BILL 9213 <br /> – An ordinance amending Chapter 6.08 of the University City Municipal <br />Code, relating to dogs, by repealing Section 6.08.215 thereof, relating to dog play <br />areas, and enacting in lieu thereof a new section to be known as Section 6.08.215 <br />Dog Play Areas:, thereby amending Section 6.08.215 as to change the annual <br />license fee from thirty one dollars ($31.00) for each dog to forty dollars ($40.00) for <br />the first dog and twenty dollars ($20.00) for each additional dog. <br /> <br />Bill 9213 had its first reading. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace stated that Robert’s Rules allows each member to address the floor twice. So <br />if a member of Council made a motion to amend, according to Robert’s Rule, they can <br />only do so if they have the authority to address the floor. Mr. Pace stated that based on <br />this understanding and his perception of the last Council meeting; there were several <br />motions to amend that were out of order because every member of Council had already <br />received their two bites at the apple. He suggested that if it is Council’s desire to <br />conduct an efficient and expeditious meeting that they begin to follow Robert’s Rules of <br />Order. Mr. Pace also suggested that a remedy for the nine parking spaces might be to <br />utilize Sergeant Mike King Drive, since Engine House Number 1 is almost complete. He <br />stated that once the House is completed there will no longer be engines coming in and <br />out and the street and it can be used to create several angled parking spaces. Mr. <br />Pace stated he would like to give a thumb’s up to the Economic Development and <br />Regional Sales Tax Board for their approval of a grant to the Chamber of Commerce. <br />Mr. Pace noted with respect to the numbers that Councilmember Carr provided on the <br />economic impact of the sales tax for the Loop, he stated that by using the State’s 2011 <br />Fiscal Report he had conducted an analysis to determine how much money each TDD <br />had been given. He stated that what he learned was that the Loop TDD had a one <br />percent sales tax, which had to be divided at the City boundary in order to determine <br />how much had been generated within UCity. Mr. Pace stated that with the assistance of <br />Ms. Riganti, he had been able to look back and see just how much money had been <br />17 <br /> <br /> <br />
