<br />Meeting Summary <br />Plan Commission - Code Review Committee <br />November 4, 2013 <br /> <br />th <br />The Code Review Committee (CRC) met in the 4 Floor Conference Room of City Hall, <br />6801 Delmar Boulevard. The meeting commenced at 7:00 pm. <br /> <br />CRC members present: <br />Mr. Halpert <br />Ms. Greening <br />Ms. Hollowell <br /> <br />Ms. Locke attended as Vice-Chairperson of the Plan Commission. <br /> <br />Department of Community Development Staff present: <br />Raymond Lai, Deputy Director of Economic and Community Development <br />Zach Greatens, Planner <br />Martin Braeske, Volunteer Planner <br /> <br />The purpose of the meeting was to discuss a proposed Zoning Code Text Amendment <br />pertaining to regulation of lighted outdoor athletic fields and similar recreational uses. <br /> <br />Mr. Lai explained the background for the proposed Text Amendment. The proposed <br />Text Amendment would address the impact that lighted fields and/or courts may have <br />on adjacent property, specifically residential property. There are currently performance <br />standards for lighting in the Zoning Code; however, the proposed Text Amendment <br />would offer an opportunity for more public input. The proposed Text Amendment <br />to add Lighted Outdoor Recreation Facilities as a Conditional Use in all Zoning Districts <br />except the PD Planned Development Districts. <br />CRC members discussed the proposed text amendment. Two examples in which <br />outdoor lighting impacted adjacent residential property were mentioned <br />Pizza and the driving range at Ruth Park Golf Course. The installation of exterior lights <br />would trigger the Conditional Use Permit process. Currently, the Zoning Code does not <br />specifically address lighted outdoor recreational facilities. A chart was provided to the <br />CRC members that included examples of how other municipalities address lighted <br />facilities, mostly sports-related activities. One concern was the possibility of too many <br />CUP applications if the language is not specific enough. The CRC members agreed on <br /> , <br />and recommended that the Text Amendment be forwarded to the Plan Commission for <br />formal consideration and recommendation at the next Plan Commission meeting. <br /> <br />The CRC meeting adjourned at 7:45 pm. <br />tm; <br /> E <br /> <br />
