Session 1608, Minutes Page 8
Jam~a~y 10, 1994

park plubesals represents a major change of c~x~L.~tment to recreation facili-
ties in the co~malnity; it also obligates the cumLunity to a certain financial
responsibility to continue operation of the facility indefinitely. She felt
voters should be gives an upportunity to look at those issues singly.

Mr. Wagner felt a cxatpelling r~on to cc~bine the park issues into an inte-
grated package is that there is a broad-based coalition in the City that fa-
vors the entire package as an integrated program; separated, the risk is run
of pulling tb~ c~,uL,unity apart on these two issues.

Mr. Sc/lo(m~ said ba recently became aware that the Missouri Statutes require
separation of differentiat~__ item~ on ballots, and he asked Mr. Ollendorff to
consult the City Attorney on this matter.

Mr. Ollendorff said as a voter he wDuld ask Council to give him the opportun-
ity to choose and not he told he must adopt a $1.7 million package. He noted
there was a large difference in cost between the two park/recreation items--
one has been studied for over a year by several groups and has unanimous sup-
port; the second, while having great validity, has not had the same depth of
study and research. He felt voters should he given the right to choose.

Mr. Price said he was glad the Mayor brought up the paint about a fundamental
change in the City's philosophy regarding recreation; however, he felt Coen-
cil will reach an amicable decision.

Mr. Carl Hoagland, 7120 Washington, Recreation Bond Issue Cux~utHttee chair,
asked that Council put Bill No. 8160 (four propositioDs) on the ballot. He
felt the two items that are split in Bill No. 8161 belong together since beth
e park and recreation issues. He agreed with Mr. Wagner's statement
about a coalition, adding they want to see four, not five, issues voted on.

Mrs. Schuean felt Council will he able to work together to resolve this issue
by the next Council meeting.

Mrs. Schuman said the C~,.~Httee for Access and I33cal Origination Progr~
(CALOP) will hold its first/~Eademy Awards Night on Tuesday, January 11 in
the Council chamber. She said about 200 people are plaruling to attend, and
she urged all present to be there, as it should be a delightful evening.

Mayor Majerus said at 4 p.m. next Sunday, January 16, there will be a program
at the Senior High School Auditorium in honor and memory of Dr. Martin luther
King, and she urged all to attend.

Mayor Majerus adjourned tba meeting at 8:39 p.m.

Dolores A. Miller, City Clerk
