O <br /> <br /> RESOLUTION <br /> <br />STOPPING CRIME AND VIOI~(NE IN (~jR ura', .-~ AND TO~S <br /> <br /> M~EAS, America's oa~unities and fam~les are scarred by increasing <br />numbers of violent crimes, and <br /> <br /> M~EAS, the level of violence associated with criminal acts is increas- <br />ing, and <br /> <br /> M~EREAS, no u ..... mity or f~m~ly is untoudled by incidents of crime or <br />the fear of bei]lg victimized by cr~m~, ara <br /> <br /> WHEREAS, reductior~ in cr~-- and the fear of crime will re~m~ve enact- <br />ment of meaningful national anti-crime legislation as well as work by local <br />c~L~unities and state gove~,-,~nts to develop and implement l~lg-term solu- <br />tions that deal with both tha causes and effects of crime, and <br /> <br /> M~EREAS, implementing short- and long-term soluticTs to stop crime and <br />violence in our cities and towns is NLC's top priority in 1994, and <br /> <br /> WHEREAS, the critical nature of the prublen demands an end to Congres- <br />sional gridlock, and <br /> <br /> Mq~AS, achieving an early partnership to reduce crime will require im- <br />mediate actic~ by the Oc~gress, <br /> <br /> NOW, ERE, RE IT RESOLVED that the City of University City urgently <br />calls upon the Cc~x/ress to enact anti-crime legislatic~ immediately so that <br />the resources and pro~ms which such legislation1 will pruvide can be uti- <br />lized onn a timely basis to deal with this critical problem now; <br /> <br />RE IT FURI~ER RESOLVED that SUch anti-crime legislation should incl~e: <br /> <br />A balanced approach that includes both enforcement and prevention pro- <br />grams. <br /> <br />Direct block ~nt anti-crime furas to cities and towns with maximum <br />flexibility allowed in the use of thase furas. <br /> <br />Creatien of a federal anti-crime trust fund financed by dedicated reve- <br />nues derived frc~n licensing fees levied on weapons, eummanition and wea- <br />pons dealers. <br /> <br /> RR IT FURTHER RESOLVED that the City of University City rededicates it- <br />self to cr~m~ prevention and suppression and calls upon its citizens to <br />assist in these efforts. <br /> <br /> <br />
