<br />indeed affect property values, and so the idea of not sweeping them at all is not a good <br />practice. <br /> <br />Mr. Price asked Mr. Crow if he would repeat his earlier suggestion. <br /> <br />Mr. Crow stated that he suggested was to delete the first section; “Now therefore the city <br />supports the street sweeping policy of the Public Works and Parks Department”. <br /> <br />Mr. Kraft stated that the problem with removing the first section is that you then have the <br />third sentence which refers to the first sentence. <br /> <br />City Manager Walker recommended that Council separate the two issues and approve the <br />Street Sweeping Policy as proposed. Staff can then come back with a recommendation in <br />terms of how to deal with the alleys, which in his opinion is a legitimate concern. <br /> <br />Mr. Price asked Mr. Walker if he could provide him with an estimate of how soon this <br />information would be presented to Council. Mr. Walker stated that if Council would give <br />them a month then they would come back with a policy dealing strictly with alleys. <br /> <br />Mayor Welsch asked if there were any further questions prior to taking the vote and hearing <br />none, the vote was taken. <br /> <br />Roll Call vote was: <br />AYES: <br /> Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor <br />Welsch <br />NAYS: <br /> none <br /> <br />Resolution 2013-16 carried unanimously <br /> <br />Resolution 2013-17: Resolution adopting the Bicycle and Pedestrian Master Plan as a <br />supplement to the 2005 Comprehensive Plan Updates. <br /> <br />Mr. Kraft moved to approve Resolution 2013-17 and was seconded by Mr. Glickert. <br /> <br />Mayor Welsch stated that there are a number of requests to speak on this issue and so <br />what she would suggest is that under Robert’s Rules each member of Council comply with <br />its directive to speak only twice on this issue – speaking for the first time prior to any citizen <br />comments, and the second time after the comments. <br /> <br />Mr. Kraft stated that various portions of this plan have been before Council for a long time <br />and the plan is about making our city accessible for people who are not driving a car. This <br />plan would make sure that future city plans consider the needs of those who walk, push <br />strollers, ride their bikes to work or school, and those in wheelchairs. Therefore a vote <br />against this plan would be a vote against all of the aforementioned activities. He noted that <br />years after passage of the Americans with Disabilities Act large parts of our city are not <br />accessible to those who walk slowly or travel in a wheelchair. Too many intersections still <br />have curbs as barriers and are without proper ramps. He stated that the pedestrian <br />crossing lights at Delmar/Big Bend, Delmar/Hanley and Delmar/Old Bonhomme are a <br />disgrace. There is barely enough time for an able-bodied person to get across before the <br />traffic starts. Even with the walk signal cars are still turning right on a red light, threatening <br />pedestrians. Mr. Kraft stated that on a visit to Old Bonhomme he noticed that you actually <br />have to cross a lane of traffic before you can get to the button and to push in order to stop <br />the traffic. He stated that he has been to multiple commission meetings over the past two <br />years where this plan has been discussed, citizens have commented, the plan was then <br />modified, re-discussed and passed.
