our Green Practices Commission last week. That survey of regional residents was
conducted all over the St. Louis area and the question was asked, “If you were to move to a
new location to live what would be your top priority?” And the number one answer was a
pleasant place to bike and walk. Mayor Welsch stated she would argue that a Bike/Walk
Plan is an economic development plan because it will encourage people to move to UCity.
Mayor Welsch had the survey passed out to council

Mr. Glickert stated that what the Mayor has alluded to was what he was going to share with
the public that he had received from the East/West Gateway Council. As he too noted, the
number one priority for a new place to live had to do with a pleasant place to walk and bike,
but he wanted to share with Council the other nine answers because UCity is right on
target. Number 9 had to do with parks and playgrounds and we are doing a good job.
Number 8 was low crime. The Crime Report has been blank, so lately, this area has been
better. Number 7, good schools; Number 6, neighbors with diverse backgrounds; Number
5, a convenient location; Number 4, close to work; Number 3, a large yard and Number 2, a
neighborhood with different housing types.

Gerard Erker, 531 Westview
Mr. Erker stated that he has been biking in UCity since his childhood and that he and his
wife enjoy recreational biking. They just participated in Bike the Tree Walk. He and his
wife see so much potential for establishing a range of ways to get around their city and
hoped that Council would consider approving the resolution to adopt the Master Plan as a
supplement to the 2005 Comprehensive Plan Update.

Amos Curlee, 337 Westgate
Mr. Curlee thanked everybody for all of the hard work that has been done on the Bicycle
and Pedestrian Master Plan and stated that although he supported the Draft Plan in
general, for various reasons the neighborhood of Parkview has requested in writing, to be
left out of the plan. Mr. Curlee thanked Rich Wilson for his sensitivity towards Parkview’s
position, and for his written conformation that they would be excluded. He then questioned
whether the request to exclude Parkview had been formally documented within the plan?

Mayor Welsch informed Mr. Curlee that questions would not be answered at tonight’s
meeting however someone would get back to him with the answer.

Mr. Curlee then asked that Council not adopt the plan until Parkview’s request had been
honored. He stated that he does push a stroller in UCity and had no problem safely doing
so on private streets. And that the only time he has encountered a problem was when he
tried to push his stroller on the major thoroughfares throughout the City, especially down
the sidewalk on Delmar by all of the restaurants. He noted, hardly any of the bike paths
addressed these major safety areas. Mr. Curlee said it was deceptive to talk about women
pushing strollers as a part of this plan.

Suzanne Schoomer, 7 Princeton
Ms. Schoomer stated that she was very pleased to hear Councilmember Kraft and Mayor
Welsch’s discussion. She stated that she had recently visited Chattanooga, which is an up-
and-coming small city, similar to UCity, and their two items of interest were high speed
internet and bikeability. So if UCity wanted to stay on track for being a positive city we have
to go ahead with this, because if we wait until we can put this plan into a new
Comprehensive Plan it could take another couple of years. Council will have plenty of
opportunities to vote against any individual aspect of the plan and Mr. Walker has made it
quite clear that any private subdivisions would not be required to participate; although I do
hope to be able to go through Parkview.

Cecilia Mattli, 7316 Pershing Avenue
15
