<br /> <br />Ms. Carr called for a Point of Order; we are not talking about Washington, D.C., and hurling <br />those kinds of accusations was inappropriate. <br /> <br />Mr. Kraft called for a Point of Sensibility; I was referring to people in Washington and not <br />anybody here. So I do apologize if somebody here feels like they are a Tea Party person in <br />Washington. <br /> <br />Ms. Carr called for a Point of Order; that was a left-handed compliment. Mr. Kraft <br />responded that he thought it was a right-handed compliment, but that’s okay. Ms. Carr <br />advised the Mayor that what Mr. Kraft was saying is that he his sorry if somebody feels like <br />they are a Tea Party person. <br /> <br />Mayor Welsch stated that she thought Mr. Kraft was trying to connect this place to what is <br />going on in Washington. But I would like Mr. Kraft to finish his comment, so that we can <br />move on. <br /> <br />Mr. Price called for a Point of Order; when you vote against kids and schools that’s Tea <br />Party, and people up here have done that. <br /> <br />Mr. Kraft stated that he would withdraw all of his comments about the Tea Party, right-hand, <br />left-hand, and Washington, D.C., and apologize if he inadvertently offended somebody. He <br />really was going after his non-friends in Washington, D.C. But to clarify, the idea that the <br />administration was going to hide this from Council suggested that we are somehow <br />incompetent here on Council. Like all of a sudden there is going to be a Bike Plan out there <br />and we do not know anything about it, which does stretch credibility a little bit. Mr. Kraft <br />said this is a Council/Manager form of government and he thought we have to assume that <br />we trust our City Manager to not do something that we do not want him to do. And we trust <br />our staff, who have really bent over backwards to be accommodating on this plan. They <br />have gone to multiple meetings. They have talked to people. They have explained it, and <br />they have really learned through this plan. There has been a learning curve for our staff <br />and our citizens about how the city responds to these kinds of issues. He was impressed <br />with how positive the remarks have been for this plan and would like to vote for it. Just for <br />the record, Mr. Kraft stated that he wanted to mention what the objectives were in this plan, <br />and what it was that he was voting for. Objective number one was to improve pedestrian <br />access to UCity parks, schools and kids, by enhancing existing sidewalks, constructing new <br />sidewalks, ADA accessible crosswalks, safe intersections, streetscapes and public realm of <br />amenities surrounding parks and schools. It would improve the safety and comfort of <br />pedestrian connectivity across major arterials, including Delmar, North Hanley, Midland <br />Boulevard, North and South, Olive, the implementation of enhanced safe crosswalks, <br />signals, safety enforcement and programming. Coordinate existing ongoing planning <br />efforts, included the St. Louis Regional Bike Plan, Centennial Greenway, Olive Boulevard <br />design guidelines, the Parkview Guide and Sustainability Plan, the Loop Trolley and <br />neighboring Bike/Walk Plans, to develop a relevant bicycle and pedestrian Master Plan for <br />UCity that contributed to city-wide and regional interconnectivity, mobility and investment. <br />We do not have a Bike/Walk Plan now and thought it was time that we have one and he <br />fully supports it. <br /> <br />Mr. Sharpe asked Mr. Walker if he could provide Council with information on what an <br />alternative plan would look like based on the fact that several private subdivisions have now <br />opted out of having the path go through their neighborhoods. Mr. Walker stated that he <br />would be able to provide that information. <br /> <br />Mr. Crow asked for a motion to amend and it was second by Ms. Carr. Mr. Kraft stated that <br />Council needed to hear the motion prior to there being a second. <br />19 <br /> <br /> <br />
