<br />a list, but he did not want to sit micromanaging every little street sweeping project or every <br />little curb and sidewalk that we put in. <br /> <br />Mr. Price stated that he did not expect Mr. Walker to come here and we have to approve <br />every single thing. It was no different than what we do today. Mr. Wilson comes in and <br />says here is what is feasible, here is the order, and you pick. Somebody has got to pick. <br />Somebody has to fund it and somebody has to approve the funding, unless you are saying <br />that we should not have the option of approving it. He may give us six priorities but there is <br />only enough funds for three, so which three do you want? I think that is what we should be <br />doing, because this is big. Mr. Price stated he would hope that he would have a say on <br />what is going to be done on Canton and North & South. Mr. Price then noted that there <br />was also a priority list in the plan. <br /> <br />Mayor Welsch stated that she believes that there was a consensus that the list would be <br />okay. She stated that she believed the question that remained was mandating the <br />Council’s approval of the list. <br /> <br />Ms. Carr thanked Mr. Kraft, for verifying what she has been talking about all night. It was <br />Council’s right to set the priorities, or at least to approve them. What was being said was <br />we just can’t be bothered. We are too lazy. We don’t want to take on the responsibility, so <br />here Mr. Wilson, you go take care of it and we will be sure to tell the people that are voting <br />for me that I am too lazy to do anything. This says that there is some Council involvement <br />here that does exactly what Mr. Price explained. There are six projects that have high <br />priority; we only have funding for three, so which ones would Council like to see performed. <br />If it did not make sense, then the people don’t need to elect me or anybody. We just need <br />to pay Mr. Walker, Mr. Wilson and Ms. Riganti, and go home. She noted aside from Mr. <br />Walker, they do not live here. She stated this is not a private corporation but it is a <br />government and citizens have a voice through their councilmembers. She hoped that Mr. <br />Kraft would think that it was important for Council which projects should be undertaken and <br />when. <br /> <br />Mr. Crow stated that in his opinion, Mr. Price’s amendment gave Council the opportunity to <br />possibly arrive at a unanimous vote on adopting the Bike and Walkability Plan, or at least a <br />super majority versus a very close vote. He said the thought Council had heard of the <br />benefits of the plan and if there was an added level of accountability, which he believed was <br />the Council’s anyway, it was a small price to pay for having the adoption of the plan. Mr. <br />Kraft concurred with the statement made by Mr. Crow. <br /> <br />Mayor Welsch asked if there was any further discussion on the motion and hearing none <br />called for the vote on Mr. Price’s motion to insert the language from Ms. Carr’s original <br />resolution directing the City Manager to develop a list of prioritized Bike/Walk Projects that <br />will be presented to Council for approval. This would be placed wherever it made the most <br />sense within the resolution. <br /> <br />Roll Call vote was: <br />AYES: <br /> Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Sharpe and Mayor Welsch. <br />NAYS: <br /> Mr. Glickert. <br /> <br />Mr. Price’s motion to amend resolution 2013 – 17 passed by a majority. <br /> <br />Mayor Welsch announced that Council had just amended the resolution; that there had <br />been a motion and a second for the initial plan and that she was now going to move for a <br />vote on the amended resolution. <br /> <br />Roll Call vote was: <br />29 <br /> <br /> <br />
