COUNCIL REPORTS/BUSINESS <br />1. <br />Boards and Commissions Appointments Needed <br />Mayor Welsch read the appointments and reappointments needed. <br />2. <br />Council Liaison Reports on Boards and Commissions <br />Ms. Carr stated that Mary Dee Schmidt, Ann Cartinovis and Adelia Parker are <br />members of the Arts and Letters Commission whose terms expire in January. She <br />noted that the sculpture and 2-D projects, which all three members are deeply <br />committed to, will not be completed until April, and although they are not seeking to be <br />reappointed they have expressed an interest in extending their current appointments <br />until the completion of these projects. <br /> <br />Mr. Glickert stated that he had talked with Mary Dee Schmidt and believes that there is <br />sincere compassion to follow through on this project. Therefore he believes that <br />Council should endorse Ms. Carr’s suggestion and extend their appointments until <br />April. <br /> <br />Mr. Kraft concurred with Mr. Glickert’s suggestion and questioned whether this item <br />should be placed on the next agenda as a reappointment since it was a procedural <br />matter and their terms did not end until January? Mayor Welsch agreed that it would <br />be okay to handle it that way. <br /> <br />Mayor Welsch asked Mr. Kraft if he was suggesting a four month re-appointment. Mr. <br />Kraft stated that this item could be placed on the agenda for the next meeting as a <br />four- month reappointment and Council could vote on it at that time. <br /> <br /> Mayor Welsch asked if there was a consensus from Council to put this on the next <br />agenda for a four month re-appointment. <br /> <br />Council gave their consensus to add the four month reappointments of Mary Dee <br />Schmidt, Ann Cartonovis and Adelia Parker to the next agenda for a vote. <br /> <br />Ms. Carr stated that the Human Relations Commission is requesting approval from <br />City Council to conduct a retreat to discuss the topic of race. The retreat is scheduled <br />to last for approximately four hours and will be limited to members of the Commission, <br />herself as their Council liaison and a facilitator. Ms. Carr recommended that Council <br />approve this request. <br /> <br />Mr. Sharpe stated that his only concern with this request is the applicability of the <br />Sunshine Law as it relates to the Commission’s request for a closed meeting. Mr. <br />Sharpe then asked Mr. Walker if he could address this concern. <br /> <br />City Manager Walker stated that there were a couple of issues associated with this <br />request. One is the Sunshine Law as Mr. Sharpe is suggested, because if this retreat <br />is only limited to members of the commission there may indeed be a violation of that <br />law. Secondly he indicated to Council that he had spoken to the Chair of this <br />commission stating that it would be more advantageous if they could provide a more <br />concrete proposal for consideration with cost estimates and what it is that they are <br />proposing to do. Mr. Walker stated that he would be attending the Human Relations <br />Commission meeting this Thursday to discuss this matter with them further. <br /> <br />Mr. Kraft asked Mr. Walker if the Commission’s request for a facilitator would have to <br />be placed out for bid. City Manager Walker stated that it did require a bid, although it <br />would be helpful if they had some type of cost-estimate. <br /> <br />5 <br /> <br /> <br />
