<br />Currently applications for Flood Mitigation Assistance will not be accepted until some <br />time in 2014, but staff is doing the necessary background work so that we can get on <br />the list and proceed when the application process opens. <br /> <br />Bobette Patton, 7801 Glenside Place <br />th <br />Ms. Patton stated that the flood on June 17 was her fourth flood, with damages of <br />roughly $200,000. She noted that Mayor Welsch had written about the history of River <br />Des Peres where it was stated that this type of flooding would occur to the residents <br />who lived downstream, and unfortunately, that was her. She also noted that she had <br />been informed that the fence installed by the restaurant behind her would cause her to <br />have even greater damage. Ms. Patton stated that she is still dealing with the <br />th <br />aftermath of the June 17 flood and since this threat remains prevalent for anyone in <br />that area she asked the City not sit back and allow its citizens to go through this again. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />BILL 9210 <br /> - An ordinance amending Ordinance No. 6539, vacating and surrendering a <br />portion of the 40 feet wide right-of-way of the Forest Park Avenue, located within the city <br />limits of University City, east of Sutter Avenue, west of East Park Industrial Drive and <br />extending northward 237.5 feet from Maple Avenue, but reserving any public easements, <br />and directing that this ordinance be recorded in the Office of the Recorder of Deeds of St. <br />Louis County, Missouri. Per the request of Mayor Welsch the Ordinance was read for a <br />third time. <br /> <br />Mr. Glickert moved to approve Bill 9210 and was seconded by Ms. Carr. <br /> <br />Roll Call vote was: <br />AYES: <br /> Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor <br />Welsch <br />NAYS: <br /> none <br /> <br />Bill 9210 carried unanimously and became Ordinance 6928. <br /> <br />N NEW BUSINESS <br />RESOLUTIONS <br />Resolution 2013 – 16: Resolution to expand the street sweeping policy for University <br />City. <br /> <br />Mr. Kraft moved to approve Resolution 2013-16 and it was seconded by Ms. Carr. <br /> <br />Janet Baum, 6819 Pershing Avenue <br />Ms. Baum stated that as an agent of Ames Place she represents over 210 households that <br />will be thrilled to have street sweeping included in their neighborhood, as well as others. As <br />taxpaying citizens of U City that try to uphold their responsibilities to the city, this expansion <br />would really be appreciated. <br /> <br />Mr. Kraft stated that he is very glad to see that this has finally made it onto the agenda and <br />would encourage his colleagues to approve it. He added that Mr. Wilson had given a very <br />persuasive presentation on how his department will be able to sweep more streets without <br />increasing costs. It is clear that the taxes are high in our private subdivisions and he thinks <br />the people who pay taxes have a reasonable right to expect that they receive the same <br />services as everybody else. <br /> <br />Mr. Price stated that while he would agree with Mr. Kraft’s comment that residents who pay <br />taxes have a right to expect equal services, he is wrestling with how this is a good policy if <br />7 <br /> <br /> <br />
