Session 1685, Minutes
January 6, 1997

Page 6

UNIVERSITY CITY RVI.ATING TO MOTOR VEHICLES AND TRAFFIC, BY REPEALING SEC-
TION 21-75 TI-IEREOF RELATING TO ONE-WAY STREETS, AND ENACTING IN LIEU
THEREOF ANEW SECTION TO BE KNOWN AS 'SECTION 21-75. ONE-WAY STREETS DES-
IGNATED,' BY AMENDING SAID SECTION SO AS TO MAKE PENNSYLVANIA AVENUE A
ONE-WAY STREET NORTHBOUND FROM CORNELL AVENUE TO VERNON AVENUE; CON-
TA1NING A SAVING CLAUSE AND PROVIDING A PENALTY."

The bill was assigned No. 8315 and given its first reading.

Mr. Bert Sterbenz, 7000 Come!l, representing University Park East Neighborhood Association, said the
informational package he recently sent to the Federal and State Highway Administrations contains the
complaint form, stunmary of petitions, maps that include the location of gates and chains and area traffic
patterns. He was told that the actual request to make Pennsylvania one-way would have to come from
the City, not the neighborhood, and he asked the City to do this.

Mr. Stanley Harris, 640 Vassar, commended Mr. Sterbenz and other residents who worked so diligently
in trying to get Pennsylvania made a one-way street in their subdivision. He also thanked the Council
for its patience in listening to those who want this change. He added that he felt the change was desir-
able from a safety point of view, as it cuts down on the traff~c considerably.

Ms. Jen Jensen, 706 Pennsylvania, described the traffic situation in her subdivision before the Pennsyl-
vania bridge was closed for repairs, noting that traffic decreased appreciably after the bridge was closed.
The subdivision is very concerned that traffic will increase when the bridge opens unless Pennsylvania
is made a one-way street northbound between Vernon and Cornell. She said they did not want their
subdivision to become a thoroughfare after the Schnuck's shopping complex is opened.

Ms. Christine Long, 7000 Dartmouth, said there have been automobile accidents near her home, and she
felt that making Pennsylvania one-way in this subdivision would cut down on them.

F. XF~CUTIVI~ SESSION

Mr. Wagner moved that Council meet in executive session at 8:03 p.m. in Room 6 of City Hall to discuss
personnel. Mr. Munkel seconded the motion. NAYS: None.

ADJOUI!~ ~aNT

Mayor Adams adjourned the meeting at 8:00 p.m.

Dolores A. Miller, City Clerk
