Ms. Carr spoke to Mr. Kraft saying that what Mr. Price was asking was where on the agenda,
Council may add the items. The only way she can see if the business section is taken away
under New Business and add in that any two Councilmembers could request that anything can
be put on the agenda as it was written in the 2006 rules. She noted that she did not understand
why Council would try to be so controlling and restrictive, as it ultimately comes down to
Councilmembers’ constituents. Ms. Carr said from the amount of emails, phone calls, and
personal conversations she has had, that people want her to speak for them. She asked if we
should consider a place for Councilmembers to put items on the agenda. Ms. Carr said the
change only allows a listing of appointments needed which she could do by herself and then
Councilmember could say that they did or did not go the commission meetings. She said that
was not as mandatory as speaking on her constituent’s issues and she needed a place to do it.

Mr. Price asked Mr. Sharpe to give it some thought that whether it is in the current section or
whether it is under Council Comments that members have to have something that states that
this act can take place. Mr. Sharpe said it will happen.

Mayor Welsch asked if there were any more question. There were none.

Mayor Welsch adjourned the meeting at 7:04 p.m.

Joyce Pumm, MRCC/CMC
City Clerk
8
