3. <br />Beth Skelton is nominated for appointment to the Urban Forestry Commission by <br />Mr. Kraft, replacing Nancy Ann Solodar, seconded by Mr. Glickert and the motion <br />carried unanimously. <br />4. <br />Robert Warbin is nominated for appointment to the Traffic Commission by Mr. Kraft, <br />replacing Stefany Brot, seconded by Mr. Glickert and the motion carried <br />unanimously. <br />5. <br />Michael Miller is nominated for appointment to the Plan Commission by Mr. Sharpe, <br />replacing Deidra Lewis, seconded by Mr. Glickert and the motion carried <br />unanimously. <br />6. <br />Rosalind Williams is nominated for appointment to the Plan Commission by Mr. <br />Glickert, replacing Lisa Greening, seconded by Mr. Sharpe and the motion carried <br />unanimously. <br />7. <br />Carol Wofsey is nominated for reappointment to the Traffic Commission by Ms. <br />Carr, seconded by Mr. Crow and the motion carried unanimously. <br />8. <br />Winifred Sullivan is nominated to reappointment for the Arts and Letters <br />Commission by Ms. Carr, seconded by Sharpe and the motion carried unanimously. <br /> <br />Mr. Sharpe questioned whether the reappointed members of the Arts and Letters <br />Commission would remain only until they had completed their specific project? <br />Mayor Welsch stated that several meetings ago Council granted approval to allow <br />these members to remain on the Commission until the end of April 2014. <br /> <br />G. SWEARING IN <br />1. <br />Deborah Morley was sworn in to the Youth Commission. <br />2. <br />Margaret Diekemper to be sworn in to the Seniors Commission in the City Clerk’s <br />office. <br />3. <br />Audrey Jones was sworn in to the Arts & Letters Commission. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Helen Fuller, 7365 Colgate <br />Ms. Fuller stated that she is opposed to the proposed changes to Rule 12, as they <br />amount to a gag rule on elected officials. She stated that if elected officials are gagged <br />then you will also be gagging the citizens. And that, no matter how the sponsors of this <br />change want to dress it up and call it something other than what it is, is completely <br />unacceptable. Ms. Fuller stated that she would be happy to provide her comments <br />electronically so that they can be entered into the minutes in their entirety as <br />searchable. (No submittal was received) <br /> <br />Ed Mass, 8360 Cornell Avenue <br />Mr. Mass asked that his statement be part of the record in a searchable text format as <br />presented: <br /> “I’m here to oppose the proposed rule change to Rule 12 of the Council Rules and <br />Procedures. The proposed change would be an extremely serious negative change to the rights <br />of UCity residents. <br />Mayor Welsh ran on a campaign promise of open government and transparency. In face to face <br />discussions with her, she absolutely promised to promote open government and transparency. <br />Her governance has done just the opposite. Numerous specific actions on her part have tried to <br />shut down open discussion, to silence those that oppose her views, and to limit discussion on <br />issues. <br />4 <br /> <br />
