Session 1773
January 24, 2000

Mayor Adams responded that the County TIF Commission is recommending to
the County Municipal League that we reaffirm our previous position that we came
up with last year for the time being, but that we should continue to monitor this.
Our past resolution on TIF is not at great odds with what East West Gateway is
proposing. Not at this time anyway.

Mr. Oltendorff said that the County League's position is that we do not want the
state to act in a way that applies only to St. Louis County. The proposed reform
would be state wide. It does meet the basic requirement of the County League's
position. The County League does not go as far as to endorse the changes -
which he would like to see.

Mayor Adams said that another issue that would be discussed at the County
League meeting coming up Thursday night was the 4/10 sales tax dealing with
the revitalization of downtown St. Louis.

Mr. Munkel was wondering if the Council should make a stand on the TIF issue in
the form of a letter or resolution to some of the sponsors of this bill stating our
position. Mayor Adams said that it is possible, but that we should wait to see and
see how the legislation fieshes out before we state a position.

Mr. Ollendorff would urge that the Council lobby the Municipal League at this
point and then following that, we can possibly convince our sister cities that
reform is to our advantage and not to our disadvantage. At that point Council
could write a letter to our state senators without being at odds with our
neighboring cities.

Mr. Schoomer reported that the County League's Board of Director's action in
favor of the measure were unanimous, so he believes a solid statement can be
accomplished.

ADJOURNMENT:

Mayor Adams adjourned the regular session at 9:15 p.m. and announced that the next
regular meeting would be held on the 7th of : . .

Leisha K. Meine, City Clerk

12
