Session 1775

MINUTES OF THE UNIVERSITY CITY COUNCIL

February 12, 2000

At a study session of the City Council of University City held in the Library Board Room of
the U. City Public Library Saturday, February 12, 2000, Mayor Joseph L. Adams called the
meeting to order at 9:00 a.m. In addition to the Mayor, the following members of the
Council were present:

Ms. Cassandra Colquitt
Mr. Wayne I. Munkel
Mr. Robert Wagner
Mr. Larry Lieberman
Mr. Paul Schoomer
Mr. Arthur Sharpe, Jr.

Also present was City Manager Frank Ollendorff and Assistant City Manager Gregory Rose.

AGENDA #1 - REVIEW WASHINGTON UNIVERSITY DORMITORY PROJECT:

Mr. Ollendorff informed Council of Washington University's plans to build four dormitories
at the old Channel 9 site. The Planning staff was given an opportunity to review it, but
since it is not in University City - the University has no obligation to comply with our
conditions. The sense of Council was to direct Mr. Ollendorff to write St. Louis County
Planning and inform them that there does not seem to be enough parking; not to add a
turning lane on Big Bend; make the main access on Millbrook; and that left turns should be
prohibited into the project. Mr. Wagner suggested that possibly Wash U. could build the
parking fees into the dorm fees for the parking garage on Millbrook.

AGENDA #2 - REVIEW CLAYTON PLAZA TOWER PROJECT:

Mr. Ollendorff informed Council of the new Clayton Plaza Tower project. Clayton will be
building it on Jackson and Forsyth, close to the Ritz Carlton. A piece of the property is on
an open field which is half in Clayton and half in U. City. Staff was concerned with the
traffic aspects of this project, but that Clayton staff reported that there would be little
problem with traffic.

AGENDA #3 - POLICY ON NEIGHBORING CITY PROJECTS:

The sense of Council was that the City Manager should continue to find out as much as
possible regarding the impact of a neighboring city's projects. Especially in regards to
