<br /> <br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />th <br />5 Floor of City Hall <br />6801 Delmar <br />January 27, 2014 <br />5:40 p.m. - <br /> <br />th <br />The City Council Study Session held in the Council Chamber, 5 floor of City Hall, on Monday, <br />January 27, 2014. Mayor Shelley Welsch called the meeting to order at 5:40 p.m. In addition to <br />the Mayor the following members of the Council were present: <br /> <br />Mr. Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert arrived at 6:02 p.m. <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Byron Price arrived at 6:20 p.m. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />Mayor Welsch asked if there were any changes to the upcoming agenda. <br /> <br />Mr. Sharpe stated that he would like to appoint Beth Gooch to the Youth Commission. Mayor <br />Welsch stated that the application would be provided to Council later this evening. <br /> <br />Mayor Welsch stated that the Arts & Letters Commission has asked that she read the Returning <br />Artist Series Proclamation at tonight’s Council meeting so she would like to add that to the agenda. <br />_________________________________ <br /> <br />Next item on the agenda was a discussion of the Missouri Revised Statute 610.015 on video/audio <br />conferencing. <br /> <br />City Attorney Forster stated that the recent amendment to Section 610.015 states that roll call votes <br />can be taken by members of an elected governmental body who choose to attend meetings via <br /> <br />videoconferencing.She stated that based on her interpretation, the amendment applies only to <br />elected governmental bodies and not necessarily to committees that are appointed or created by <br /> <br />that governmental body.Ms. Forster stated that her understanding is that Council wishes to <br />discuss drafting a policy for the City which addresses where the City stands on the authorization of <br />videoconferencing, what limitations should be imposed and the criteria under which it can be <br />utilized. <br /> <br />Ms. Carr stated that one of her colleagues had mentioned that the Civil Service Board had used <br />videoconferencing during one of its meetings and questioned whether this service was already <br />being made available. Ms. Forster stated that members of committees can attend via <br />videoconference, however they cannot vote. <br /> <br />Mr. Sharpe asked if the City had an option with respect to whether they could or could not use <br />videoconferencing. Ms. Forster stated that while it is an option, it is also an authorized procedure. <br />Therefore she would not recommend that Council prohibit its members from attending via <br />videoconference because it could result in some problems. Mr. Sharpe asked Ms. Forster if she <br />could explain how the process works. Ms. Forster stated that videoconferencing is accomplished <br />by using a laptop and Skype, which allows individuals to be seen, heard and spoken to through the <br />monitor. Mr. Sharpe asked if the City would have to purchase additional equipment in order to <br /> <br /> <br />
