<br /> <br />Mr. Sharpe stated that he feels as though Council should have something tangible with respect to <br />what you can or cannot do by a roll call vote, because right now he is a little stymied as to roll call, <br />consensus and voice votes. He then questioned whether Council had the authority to vote on this <br />issue during its Study Session? <br /> <br />Mayor Welsch stated that based on past Councils her belief is that you can. <br /> <br />Ms. Pumm agreed that previous Councils had voted on certain consensus items that did not need <br />to be brought to the podium during their Study Sessions. <br /> <br />Mr. Kraft stated that the way he reads Robert’s Rules of Order Study Sessions take on the status of <br />a committee that votes to make recommendations to Council, which then makes the final decision. <br /> <br />Ms. Forster stated that certain items can be voted on during a Study Session. For instance, in this <br />case you can vote to say that you are interested in adopting a policy, adding it to Council’s rules or <br />directing someone to draft something, but all of those directives must go before Council who <br />officially votes to adopt it. She stated that any changes made to the rules have to be adopted by a <br />roll call vote of Council. Ms. Forster asked Mr. Sharpe if he would like her to provide him with a <br />cheat sheet on items that required a roll call vote. Mr. Sharpe stated that he would. <br /> <br />Ms. Carr stated that she believes that Mr. Sharpe wanted to know the distinctions between when a <br />roll call vote should be taken versus a voice vote. <br /> <br />Ms. Forster stated that roll call votes are required for ordinances and various requested items, but <br />as far as she knows there is no roll call vote required in a Study Session. <br /> <br />Mayor Welsch asked Council for a consensus on whether to implement a formal policy or add this <br />as a change to the rules. <br /> <br />Mr. Crow suggested that Ms. Forster take a stab at adding one or two paragraphs to the rules and <br />all members concurred. Mr. Crow stated that he would like to attend his daughter’s concert and <br />questioned whether anything of major significance was being added to tonight’s agenda. <br /> <br />Mayor Welsch stated that the only thing being added is a Proclamation for Arts & Letters and the <br />appointment of Beth Gooch to the Youth Commission by Mr. Sharpe. <br /> <br />Mayor Welsch asked if there were any more questions and hearing none the meeting was <br />adjourned at 6:15 p.m. <br /> <br />Joyce Pumm, MRCC/CMC <br />City Clerk <br /> <br /> <br />
