<br /> <br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />th <br />5 Floor of City Hall <br />6801 Delmar <br />February 10, 2014 <br />5:30 p.m. - <br /> <br />th <br />The City Council Study Session held in the Council Chamber, 5 floor of City Hall, on <br />Monday, February 10, 2014. Mayor Shelley Welsch called the meeting to order at 5:34 <br />p.m. In addition to the Mayor the following members of the Council were present: <br /> <br />Mr. Ms. Paulette Carr <br />Mr. Stephen Kraft arrived at 5:45 p.m. <br />Mr. Terry Crow <br />Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />Mayor Welsch asked if there were any changes to the upcoming agenda. <br /> <br />Mayor Welsch advised that Mr. Price requested that Bria Banks be nominated for <br />appointment to the Youth Commission. <br /> <br />Mayor Welsch requested that Robert Kuhlman be nominated for reappointment to the <br />Economic Development Retail Sales Tax Board. <br /> <br />Mr. Sharpe requested that Alice Mutrux be nominated for appointment to the Youth <br />Commission. <br /> <br />Mayor Welsch asked Ms. Pumm if she would provide copies of these applications to all <br />members. <br />____________________________ <br /> <br />Next item on the agenda was a discussion of the resolution to authorize the <br />establishment of a University City Advisory Board on Washington University. <br /> <br />Ms. Carr stated that Mr. Sharpe, Mr. Kraft and she met to establish guidelines for the <br />implementation of the Advisory Board, and in doing so had relied on the following <br />background information: (1) An analysis prepared by Missouri Wonk identifying <br />potential revenue to all of the City’s tax entities from the perspective of appraised and <br />market values (2) An article on Princeton University and an article on PILOTs. She <br />stated that for the most part the subcommittee had been in agreement on the <br />guidelines, with the exception of whether or not non-residential property owners should <br />be appointed as members of the board. Ms. Carr stated that the Committee’s decision <br />was to submit both proposals and let Council make the final decision. <br /> <br />Mr. Sharpe stated that his understanding is that both Ms. Carr and Mr. Kraft were <br />talking about non-resident property owners. <br /> <br />1 <br /> <br /> <br />
