Approval was recommended for a second-story <br /> addition to the haeme at 8686 Barby Lane with a reduction in the pitch of the <br /> roof and elimination of the dormers. The applicant agreed to these changes. <br /> Mr. Adams moved approval of the Consent Calendar, with Mr. Schoomer seconding <br /> the motion. All voted Aye. <br /> LIQUOR LICENSE - 1148 FERGUSON AVENUE <br /> The City Manager said the City Council denied a license to sell package bccr <br /> at 1148 Ferguson several months ago; the applicant has now applied for a li- <br /> cense to sell all types of intoxicating liquor by the package. Mr. 011endorff <br /> recommended denial, based on past Council policy of not approving the sale of <br /> package liquor in neighborhood stores. He said the applicant might wish to <br /> ask Council to review his beer license application this summer after neighbors <br /> have the opportunity to see how the operation is being conducted. Earlier <br /> complaints revolved around unsanitary premises and littering, and now, loiter- <br /> ing in front of the store has been reported. <br /> Mrs. 'Thompson asked the applicant, Mr. Amrik Shinger, 2510 Frances Avenue, why <br /> he was now applying for a full liquor license after Council did not approve a <br /> beer license for his store. Mr. Shinger said he only wanted a beer license, <br /> and did not realize his application was incorrect. <br /> Mr. Price noted that neighbors had complained of loiterers near the store, but <br /> Mr. Shinger said he had no knowledge that was going on. <br /> Mrs. Thompson commended Mr. Shinger for keeping his store and the nearby area <br /> clean, and suggested that he speak with the City Manager to clarify what he <br /> wanted. She then moved to table this matter until the next Council meeting. <br /> Mr. Price seconded the motion, which carried unanimously. <br /> SITE PLAN REVIEW - 628-630 NORTH AND SOUTH ROAD <br /> The City Manager said an application to increase indoor and outdoor space for <br /> the European Caffe, 630 North and South, was reviewed by staff, and denial was <br /> recommended since the proposed expansion would crowd the open pedestrian por- <br /> tion of the sidewalk and could lead to an overflow of parking into adjacent +< <br /> residential areas, which has caused citizen annoyance in other neighborhoods. <br /> However, if Council deems it advisable to approve the application, the follow- <br /> ing conditions should apply: <br /> 1. Limit the outdoor seating to a single row of tables along the east side of <br /> the sidewalk. <br /> 2. Limit the hours of operation to 11:00 a.m. to 10:00 p.m. <br /> Mr. 011endorff said he has received several phone calls favoring the expan- <br /> sion, and a petition of support signed by adjacent residents and others will <br /> be given to Council later. He also noted that a liquor license has been ap- <br /> (me plied for and will be considered after this item; since conditions may not be <br /> placed on liquor licenses, if any are to be added they should be put on the <br /> site plan. <br />
