Session 1509, Minutes Page 7 <br /> January 8, 1990 k <br /> ON THE DISPOSAL BY THE CITY OF CERTAIN REAL PROPERTY OWNED BY THE CITY WITHOUT <br /> APPROVAL BY FOUR-SEVENTHS (4/7THS) OF THE QUALIFIEDELECTORS. '" <br /> The bill was assigned No. 7944 and given its first reading. <br /> Mayor Majerus said the preceding bill, initiated by petition, is designed to <br /> prevent the sale or change in use of many City properties. She said the City <br /> Manager expressed deep concern about same of the petition's wording, which <br /> will gravely impair the City's ability to continue attracting economic devel- <br /> opment. A legal review validates that concern. The leadership of the peti- <br /> tioners' group understood the potential problems, and this group and the City <br /> are currently working together to draft a jointly-recommended ballot proposi- <br /> tion that will fully protect parkland but will not jeopardize the economic fu- <br /> ture of the City. The Mayor commended the leadership of the petitioners for <br /> their willingness to work with the administration to assure University City's <br /> continued viability. She said all have realized that it is possible to pre- <br /> serve <br /> reserve parkland without tying the City's hands in attracting investment needed <br /> to pay for City services, including the maintenance and enhancement of park <br /> and recreation areas. This new proposition will be listed on the same ballot <br /> as the above bill, and voters will be urged by the petition leaders and elect- <br /> ed city officials to vote for the Charter amendment that is exclusively dedi- <br /> cated to the preservation of all the parkland in University City. She said <br /> passage of the original proposition would bring irreparable damage to the City <br /> and would severely curtail its ability to attract economic investment, causing <br /> erosion to the City's tax base, which in turn will make it impossible to pro- <br /> vide adequate services to citizens without & tax increase. She expressed deep <br /> gratitude to the citizens' group for their understanding and cooperation. <br /> EXECUTIVE SESSION i. <br /> Mr. Schooner moved that the City Council meet in executive session January 8, <br /> 1990 at 8:10 p.m. in Room 6 of City Hall for purposes of discussion of real <br /> estate, personnel, and litigation. Mr. Wagner seconded the motion. The roll <br /> call vote was as follows: AYES: Councilmembers Adams, Wagner, Schuman, <br /> Schooner, Price, and Mayor Majerus. NAYS: None. ABSENT: Councilmember <br /> Thompson. <br /> ANNOUNCEMENT <br /> Mayor Majerus said Dr. Martin Luther King, Jr. 's birthday will be celebrated <br /> on Sunday, January 14, with a 4:00 p.m. program at the Senior High School fea- <br /> turing Major Eldrin Bell from the Atlanta Police Department as speaker. <br /> ADJOURNMENTMayor Majerus adjourned the meeting at 8:05 p.m. <br /> Ihri-ese7/Adie <br /> Dolores A.
