SESSION 1518 <br /> (re <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> May 14, 1990 <br /> At a special budget study meeting of the City Council of University City held <br /> in the Emergency Operations Center on Monday, May 14, 1990, Mayor Janet Majer- <br /> us presided and called the meeting to order at 7:32 p.m. In addition to the <br /> Mayor, the following members of the Council were present: <br /> Mr. Byron R. Price* <br /> Mr. Joseph L. Adams, Jr. <br /> Mr. Robert G. Wagner <br /> Mrs. Mary V. Schuman <br /> Mr. Paul E. Schomer <br /> Mrs. Betty L. Thompson <br /> *Mr. Price arrived at 7:46 p.m. <br /> Also present were City Manager Frank 011endorff, Director of Finance Willie <br /> Norfleet, and Deputy City Manager Susan Glassman. <br /> The public was invited to attend the meeting as observers. The budget was the <br /> only subject discussed. <br /> REVENUE <br /> General Property Taxes (page B-7) . The City Manager started the budget review <br /> by noting that the 1990-91 budget contained few changes. Mayor Majerus asked <br /> if the total for 610.12 Personal Property contained the growth factor allow- <br /> ance that was just approved by the State Legislature. Mr. 011endorff said it <br /> was not yet included. <br /> Licenses (cage B-7) . Mr. 011endorff pointed out that the two largest categor- <br /> ies, 630.20 Electric and 630.21 Natural Gas were not increased for 1990-91 be- <br /> cause a smaller amount than anticipated was received this year. <br /> *Mr. Price arrived at this time. <br /> Charges for City Services (pages B-7 and (B-8) . Mr. 011endorff noted the in- <br /> crease in 640.10 Golf Course which should result frnam the voter-approved fee <br /> increase. He also noted a small increase anticipated for Refuse Collection <br /> Fees (640.16) resulting from a full year's collection of voter-approved fees. <br /> Inspection Fees (page B-8) . Again, there is an increase for 660.10 Building <br /> and Zoning, because of voter-approved inspection fees, the City Manager said. <br /> Intergovernmental Aid (page B-8) . Mr. 011endorff called attention to 673.12 <br /> St. Louis County Sales Tax, noting that next year's figure is about the same <br /> as this year's. That will probably decrease in the following year because <br /> the census results will be known. Mr. Wagner asked about 675.10 Grant Funds, <br /> and Mr. 011endorff said that included state grants of $100,000 for recycling <br /> yard wastes, and $30,000 for the Victims' Assistance program. <br />
