SESSION 1519 <br /> C <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> May 16, 1990 <br /> At a special budget study meeting of the City Council of University City held <br /> in the Emergency Operations Center on Wednesday, May 16, 1990, Mayor Janet Ma- <br /> jerus presided and called the meeting to order at 7:31 p.m. In addition to <br /> the Mayor, the following members of the Council were present: <br /> Mr. Byron R. Price* <br /> Mr. Robert G. Wagner <br /> Mrs. Mary V. Schuman* <br /> Mr. Paul E. Schooner <br /> Mrs. Betty L. Thompson <br /> *Mr. Price arrived at 7:39 p.m. and Mrs. Schuman arrived at 8:10 p.m. <br /> Absent: Cauncilmenber Joseph L. Adams, Jr. <br /> Also present were City Manager Frank 011endorff, Director of Finance Willie <br /> Norfleet, and Deputy City Manager Susan Glassman. <br /> The public was invited to attend the meeting as observers. The budget was the <br /> only subject discussed. <br /> 2610 Engineering (rage C-48) . Mr. 011endorff said that 711.1 Regular Employ- <br /> ees Pay shows a large increase this year and for 1990-91, which is primarily <br /> for environmental inspectors. Mayor Majerus said she has received feedback <br /> from citizens that neighborhoods are being kept in better condition. <br /> *Mr. Price arrived at this time. <br /> 2620 Street Maintenance Division (page C-52) . Mayor Majerus asked about the <br /> large number of signs to be erected next year. The City Manager said the City <br /> received a state grant to replace all its traffic signs. In response to Mrs. <br /> Thompson, Mr. 011endorff said no recent complaints about street sweeping have <br /> been received. He referred to 726.02 Street and Sidewalk Repairs (contractual <br /> work on streets, sidewalks and curbs) , and said the $250,000 was allotted as <br /> follows: $111,000 for sidewalk and curb repairs, $35,000 for street repairs, <br /> $19,000 for bridge repairs, and three street projects—Sutter ($45,000) , and <br /> concrate repair on Gannon west of Gay, and Warder north of Stanford ($40,000) . <br /> Responding to Mr. Price, Mr. 011endorff said the streets were in good shape at <br /> present, but the City was behind in curb and alley repair. By next winter <br /> there will be ongoing computer-generated reports on current street conditions. <br /> The City Manager returned to page C-44 (Disaster Planning) , noting it had been <br /> suggested that City Hall have direct department dialing. Incoming administra- <br /> tive calls average 750 a day, with half coming in on direct lines to the Plan- <br /> ning and Police Departments. The other 24 departments split the other half, <br /> (re with no department receiving enough calls per day to justify having a direct <br /> line. <br />
