Mr. 011endorff said a part-time <br /> clerk-typist has been added, and also funds for part-time help during the busy <br /> summer season. Mayor Majerus asked about 721.02 Architectural, Engineering, <br /> and Consultant Services. Mr. 011endorff said that account covered the hiring <br /> of consultants, and the Department would like help in updating the City's Zon- <br /> ing Code; however, he felt that could be done in 1991-92. In response to Mr. <br /> Price, Mr. 011endorff said the inspectors who investigate overcrowding are in- <br /> cluded under 714.00 Overtime Pay since they work mostly at night. The various <br /> problem involved in trying to keep overcrowding at a minimum were discussed. <br /> *C uncilmember Schuman arrived at this time. <br /> 2660 Sanitation Division (page C-60) . Under Program Indicators, Mayor Majerus <br /> noted that about 2,000 fewer tons of refuse would be collected and taken to <br /> the landfill next year, and Mr. 011endorff confirmed that was because of the <br /> recycling program. However, he said that the City did not have the labor or <br /> equipment available now to do more recycling other than current plans to start <br /> aluminum can recycling east of Hanley. In July, two bag routes will be con- <br /> verted to poly roll-out carts, freeing two people for recycling, and although <br /> that will save money in the long run, it costs about $60,000 to change over <br /> each route because carts must be purchased. He said the capital investment <br /> required prevented a complete changeover all at once. Two other bag routes <br /> will be changed next March, but Council will see what all the changes are be- <br /> fore they are implemented. In response to Mrs. Thompson, Mr. 011endorff said <br /> the changes contemplated will eventually result in fewer sanitation employees, <br /> but that will be done by attrition. Mr. Schooner asked when glass and plastic <br /> recycling was anticipated. Mr. 011endorff was not sure because it was first <br /> necessary to ascertain the feasibility of changing all the bag routes to roll- <br /> outs. If that is successful, then additional recycling will be undertaken. <br /> Responding to Mr. Price, Mr. 011endorff said dumpster collection will still be <br /> cheaper than roll-out cart collection because dtimpsters serve four houses, <br /> whereas each house with roll-out collection will have its own cart. <br /> 2670 Street Lighting (page C-64) . The City Manager said there were no major <br /> changes, but the City was still trying to find places where surplus lights may <br /> be removed, although he believed there were not many left. <br /> 3510 Park Maintenance, -Administration and Forestry (paste C-66) . Mr. 011en- <br /> dorff said there were no changes in this department. Mayor Majerus asked <br /> about 729.07 Taxes, and Mr. 011endorff said that was the assessment paid to <br /> private subdivisions for land the City owned within the subdivision, such as <br /> Flynn Park. Mr. Price asked Mr. 011endorff to look into finding out if there <br /> was any way to enclose the rink/soccer facility. Mrs. Schuman said the Sports <br /> Association has raised same money for materials to do this, but wanted to find <br /> out if it was legally possible before going ahead. Mayor Majerus said she <br /> could call Sen. Danforth's office to get information about this. Mr. Wagner <br /> asked about the cycle for resurfacing tennis courts, and Mr. 011endorff said <br /> it was about four years, with the Heenan Courts to be resurfaced next year. <br /> (re 3520 Golf Course (page C-70) . The City Manager said the golf course generates <br /> a little more money than is budgeted, and the surplus is usually used to im- <br /> prove the course.
