Session 1523, Minutes Page 11 <br /> Jtne 18, 1990 <br /> Mrs. Schuman moved that this bill be adopted as an ordinance. Mr. Wagner sec- <br /> onded the motion. <br /> In response to Mr. Schooner, Mr. 011endorff said he was not sure when his sug- <br /> gested changes should be attached to either this enabling bill or a later one. <br /> Mrs. Schuman said his amendments would destroy the intent of the bill. She <br /> said specifics would came later, after the petition is received by the Traffic <br /> Commission and the Council. Mr. Adams said he did not like the concept that <br /> he would be prevented from parking on a public street. He also questioned <br /> Section 1(6) of the bill, suggesting that granting a permit for each vehicle <br /> was discriminatory since some families have more cars than others. Responding <br /> to Mr. Price, Mayor Majerus said the street will be posted to designate the <br /> type of parking allowed, and those parking without a permit may receive a <br /> ticket. Mr. Schooner said he felt the proposed legislation was discriminatory <br /> and he would rather see no parking at all instead of that proposed. Mr. Adams <br /> said he is opposed to legislation that favors a particular group and excludes <br /> others. Mr. Wagner said the bill is really not site specific and is written <br /> so that any block in the City that has the severe problems that the 7000 block <br /> of Pershing has can petition the Traffic Commission for relief. Mr. Price <br /> asked the City Manager if he thought there would be a flood of petitions if <br /> this bill is passed. Mr. 011endorff said the staff would continue to discour- <br /> age residents who want the exclusive right of their street for parking. <br /> The roll call vote was as follows: AYES: Councilmembers Price, Wagner, Schu- <br /> man, and Mayor Majerus. NAYS: Councilmembers Adams and Schoomer. ABSENT: <br /> Councilmember Thompson. The motion carried by a vote of four to two, and <br /> Bill No. 7963 (as amended) became Ordinance No. 5756. <br /> BILL NO. 7966 - REPEALING SECTION 22-7(a) MUNICIPAL CODE RELATING TO NUISANCES <br /> GENERALLY AND SPECIFICALLY TO "GRAFFITI," AND SUBSTITUTING A NEW SECTION 22- <br /> 7(a) EXTENDING THE TIME FOR REMOVAL OF THE GRAFFITI FROM FIVE (5) TO TEN (10) <br /> DAYS AFTER RECEIPT OF SERVICE OF A CITATION MAILED TO THE PROPERTY OWNER. <br /> Bill No. 7966 was given its second reading. <br /> Bill No. 7966 was given its third reading. <br /> Mr. Price moved that this bill be adopted as an ordinance. Mr. Adams seconded <br /> the motion. Upon roll call, the following vote was recorded: AYES: Council- <br /> members Adams, Wagner, Schuman, Schocmer, Price, and Mayor Majerus. NAYS: <br /> None. ABSENT: Councilmemter Thompson. Bill No. 7966 became Ordinance No. <br /> 5757. Mr. Price said a recent memo stated that a large number of locations <br /> with graffiti have been abated, with only 11 remaining, so he felt this meas- <br /> ure <br /> was working the way it was intended. <br /> BILIS FOR INIROWCTION <br /> BILL NO. 7967 - AUTHORIZING THE CITY MANAGER TO ENTER INTO THE MUNICIPAL ROUS- <br /> ING AND COMMUNITY DEVELOPMENT COOPERATION AGREEMENT OF 1991-93, PROVIDING FOR <br /> SPECIAL PROGRAMS TO BE UNDERTAKER IN UNIVERSITY CITY WITH ST. LOUIS COUNTY UN- <br /> DER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AND AUTHORIZING THE <br /> CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS FOR THE EXECUTION OF SAID CON- <br /> TRACT; CONTAINING AN EMERGENCY ENCY CLAUSE. <br />
