Session 1527, Minutes Page 4 August 27, 1990 DILL FOR, INTRODUCTION BILL NO. 7978 - FOR THE UNIVERSITY CITY LOOP SPECIAL BUSINESS DISTRICT AN ADDITIONAL TAX ON THE REAL PROPERTY OF THE DISTRICT FOR FISCAL YEAR 1990-91 OF EIGHTY-FIVE CENTS ($.85) PER ONE HUNDRED DOLLARS ($100.00) AS- SESSED VRI.UATION; CONTAINING AN EMERGENCY 3ENCY CLAUSE. A bill was introduced by Councilm rater Adams, entitled: "AN ORDINANCE ESTABLISHING FOR THE UNIVERSITY CITY LOOP SPECIAL BUSINESS DIS- TRICT AN ADDITIONAL TAX ON THE REAL PROPERTY OF THE DISTRICT SO THAT THE ADDI- TIONAL TAX ON THE REAL PROPERTY FOR THE FISCAL YEAR 1990-91 SHAD, BE EIGHTY- FIVE CENTS ($.85) PER ONE QED DOLLARS ($100.00) ASSESSED VALUATION; AND CONTAINING AN EMERGENCY CLAUSE." The bill was assigned No. 7978 and given its first reading. Bill No. 7978 was given its second reading. Bill No. 7978 was given its third reading. Mr. Schooner moved that this bill be adopted as an ordinance. Mr. Adams sec- onded the motion. Upon roll call, the following vote was recorded: AYES: Ccuncilmembers Price, Adams, Schuman, Schooner, Thompson, and Mayor Maj eros. NAYS: None. ABSENT: Councilmember Wagner. Bill No. 7978 became Ordinance No. 5768. RESOLUTION - CERTIFICATION OF AUGUST 7, 1990 SPECIAL ELECTION Mayor Majerus asked the City Clerk to proceed with the canvass of the special election held August 7, 1990. The City Clerk said that according to Article IX, Section 71 of the City Char- ter, notification was received from the Board of Election Commissioners of St. Louis COunty showing the results of the election held August 7, 1990, to be as follows: NUMBER OF VOTES PROFCSITION NO. 1 YES 2,849 NO 1,477 1 PROPOSITION NO. 2 YES 2,661 NO 1,625 Copies of the certification were distributed to Council. Mr. Schoomer moved approval, with Mrs. Thompson seconding the motion. All voted Aye. The City Clerk called attention to a resolution which showed the results of the election. Copies were distributed to the Council, and Mr. Schoomer moved adoption. Mrs. Thompson seconded the motion, which carried unanimously. The i resolution is attached hereto and made a part of the record.
