Session 1530, Minutes Page 2 <br /> (me October 15, 1990 <br /> Mayor Majerus opened the public hearing at 7:36 p.m. <br /> Ms. Mary Fahey, staff liaison to the Tax Increment Financing Commission, said <br /> the Commission recommends the establishment of a tax increment financing dis- <br /> trict which includes 6665-7200 Olive, the west side of Kingsland (801-965) , <br /> and the commercially zoned property at 6700-21 Vernon. She said interest in <br /> the TIF district was stimulated by the 1986 Caiprehensive City Plan, workshops <br /> and interviews with Olive property owners and businesses, the Olive Boulevard <br /> commercial district and marketing study completed in 1989 by Harland Bartholo- <br /> mew, and a developer interested in developing 3.3 acres at the southwest cor- <br /> ner of Kingsland and Vernon. TIF funds will be spent on parcel acquisition <br /> and rehabilitation or demolition of structures; site preparation and grading; <br /> rehabilitation, repair or remodeling of existing buildings; planting of trees <br /> and shrubs; intersection treatment; and installation or repair of curbs, gut- <br /> ters, sidewalks and alleys associated with development on adjacent parcels. <br /> Mr. Mark DuBro, 11174 Fairborough, Creve Coeur, a University City business <br /> owner for 12 years, said he was in favor of the new TIF district to help his <br /> business expand into the proposed Kingsland Center. <br /> Mr. Steve Adelman, 935 S. Skinker, said he represented Kingsland Investments, <br /> proposed developer of the 3.3 acre tract at Kingsland and Vernon. Formation <br /> of the TIF district would enable this project to move forward, he said, which <br /> would provide jobs and a larger tax base for University City. He believed the <br /> project could not be built if the new district is not approved. He asked the <br /> Council to act favorably on this matter. <br /> Mr. Bernard Stock, 7149 Stanford, said he owned a business at 7281 Olive, and <br /> had an interest in the property at 7271 Olive. What is needed in the area is <br /> more security, he said, and he did not see any relationship between the prop- <br /> erty on Kingsland and that on Olive Street Road. He felt the new district <br /> would not benefit the properties on Olive, and curbs, bushes, landscaping, <br /> etc. were not needed. <br /> Mrs. Carol Rossel, 7407 Teasdale, said she and her husband own Rosco Electric, <br /> 7015 Olive. She said the City has never maintained the alley behind their <br /> business, and she wanted to know if it will be maintained if the new TIF dis- <br /> trict is formed. Ms. Fahey said alley improvements are an eligible expense. <br /> Mayor Majerus closed the public hearing closed at 7:46 p.m. <br /> PUBLIC HEARING - VACATION OF AHERN WEST OF JACKSON <br /> The City Manager said a public hearing to consider the vacation of Ahern west <br /> of Jackson was set for 7:30 p.m. this date. The street has never been paved <br /> and adjacent property owners have requested the vacation in order to install a <br /> driveway to the house they plan to build. Mr. 011endorff said a phone call <br /> was received from Mrs. Sciortino, 1086 Wilson, who is opposed to the vacation <br /> because she felt no construction should be allowed near the River Des Peres. <br /> (me <br /> Mayor Majerus opened the public hearing at 7:47P.m. <br />
