O

Sessic~ 1599,
July 26, 1993

Page7

He and his wife feel that right turns c~lto D~_lm~v fL~ the access road sbamxld
be permitted, but not eltering fk-~,, Delmav. They al.~o felt trucks should not
be allowed on the road at all, since there would be too many using the road
for ell the businesses in the center. He said it would be much ~ier for
trucks to use Iadue Road to get to 1-170, where most of then are going.

Mr. Adams, referring to a study dc~e by Iadue traffic consultants which sug-
gested ;~aue Road was not su/~hle for tzuc~ traffic, noted t_hare was an en-
trance and exit on 1-170 at ra~e directly adjacent to the sh44~ing center,
with a traffic light c~ ra~n/e to prevent possible traffic tie-ups. Mr. ~
felt this study regresented ~lly Iadue's viewpoint. He said a M~-accident
cce]vinced him that the ir~section for cars exiting the access road onto

He supported Bill No. 8135 which prdljbits exiting cr~o Delmar, but is even
more in favor of closing the road cuu~letely.

Mr. Wagner said he was not in favor of delaying this bill at all, noting the
center has been ur~e~r devel,~-.~nt for many mc~tbs, and the developers have
totally ignored University City ordinances. He said the Council must prot~
the safety and rights of University City citizens, and it is disappointingly
obvious that no c~e else has recognized this. He said Bill No. 8135 will not
financially ~ct Sdlnuck's, kut it will prevent an ext/~mely hazardous ccel-
ditic~ fL~L, occ%]rri]lg. He suggested the traffic consultant study tba Ladue
Road end of the shopping center, and it will be found that truck egress to 1-
170 fx-o~ l ~aue makes much more sense fLu~ a public safety standpoint.

Mr. Price agreed with Mr. Wagner's ~n~nt of the access road's intersec-
tic~ at Delmar being ext~,ely hazardous because the sightlines are so poor.

Mrs. Sch~an said ~ of the consternation felt by citizens, especially lcelg
term Schnuck's customers, about this matter has been ably expressed by sever-

oping a working relationship with any ~Luup.

the center managenent for the ~ established by law for makir~ changes
to any use within the City. I~e laws clearly state that plans must he sub-
mitted when any dlange is ccmtemplated, and a letter such as that sent by
Schnuck's is totally iDadequate, showing total d~regard for due process.

Mrs. Tn~e~n agree?~_ with the previous speakers, addin~ that the access road
should certainly he d~-~cussed with Sd3mack's, but negotiatiors should also
include jobs for University City residents.

Mr. ~]~m~ asked if it was pcesible to find out what instructiotas were given
to the consultant who made the traffic s~w~y, ~a~ng it has no validity if
emily truck traffic is incl,~a, b~c~use there will he other businesses in tba

study is su[~osed to ta~e all into account. Mayor Majerus agr~a~ the Council
should try to ascertain the dkln/e that was made to the traffic consultant.
