Session 1596, Minutes Page 6
Ju~e 21, 1993

B]~.~ .q FOR TRTRD R~ADTNG

BTT.T. NO. 8128 - AI~lqDING (MAFI'~ 21 I~/~ICIFAL OOEM ~AT/NG TO MUiDR V~MICIRq
AND TRA~'~'IC BY le/~iAT.TNG SECTIC~ 21-127 REEAT]~G TO PARKING OF OCS~4BXqfIIAL VE-
HI~rRq, AND ]~..:J.'/.NG IN T,T*RJ ~}{ERBDF A NBq S]]]urlf3q TO BE ENg3,~ AS "SECTION
21-127. PARKING ~ VMMI~Rq PROMIR['rEO; EXt~FrlLI~S," BY PROMi'MrI'ING

Bill No. 8128 was given its third reading.

Several citizer~ wished to o-~..~nt c~ this bill.

Mr. Jei-c~e Hewit-t, 6913 Roberrs, said he would like to buy a tl~ack but does
not have a driveway. He poin~ out the four-wheel drive vehicle he owns has
passenger plates but is larger than mmny trucks.

Mr. Jeff Mlite, 7730 Elene, said he owns a pickup truck which he uses in his
business and also has a driveway, but feels he m~st kee~3 his truck hidden be-
cause he has received a number of tickets when parked c~ the street.

Mrs. Elsie Glickert, 6712 Etzel, said people have never been told they could
not own or drive trucks, but only that they could not park them c~ the street
between 2 and 6 a.m. She did not agree there should he exceptions to this
law, especially that larger trucks would he allowed to park overnight with a
permit, as sanctioned by this bill. She felt the c~] ity of life and the es-
thetics of the City's neighborhoods will suffer. She asked the Council to
vote against the bill as it is not in tba City's best interest.

Mr. Sf~nban Glickert, 7750 Blackberry, also asked that this bill be defeated.
Ha felt others could do as he did--provide an a__~Te~=~hle parking place on
their own p~u~erty to avoid being tick_~a for parking on the street. In re-
sponse to Mr. Glickert, Mr. Ollendorff said five truck owners have received
permits so far. Mr. Glickert said trucks parked on the street de nothing for

for a few people.

Mrs. ~son felt that many citizens do not ura~,~tand the changes, and she
asked for clarification. Mayor Majerus said the changes enacted in February
for a six-month trial period permit owners of small trucks to park in their
M driveway or on the street overnig~lt with a city permit only if tbay have
no other place to park. Bill No. 8128 makes only c~e ch3nge--tha length of
trucks permit~a to park on the street increases f~a~ 200 inches to 18 feat,
which was the original reo-...~ndation of the Plan ~ion. At tba end of

Mr. Price ~nasized that trucks larger than those specified in the ordinance
will not be allowed to park overnight on the street uraer any cimmamstances.

Mr. ~a~B said it was known there w~uld be few who c~m] ify for permits, so
there will be little change in the numbers of trIacks parked cel the street.

Mr. James Brown, 1139 Mt. Olive, was ~ akxxEt the $25 cost of the per-
mit; however, Mr. ~f~ms said it cost less than receiving a $10 parking ticket
