Ms. Norton <br />stated that although she might be in the minority in this room, she is not the minority in the greater <br />public. In fact, she has been stunned by the number of people who have expressed pleasure with her <br />previous statement regarding Dr. Carr. So Ms. Carr needs to remember that as a member of Council <br />nd <br />her responsibility is to serve all of the residents who live in the 2 Ward. Ms. Norton stated in her <br /> <br />opinion, Dr. Carr’s actions would label her as a bully. <br /> <br />Bart Stewart, 714 Harvard Avenue, University City, MO <br />Mr. Stewart stated that several weeks ago he came to his first Council meeting with the intent of being <br />as open-minded as possible. He stated that he appreciated Mayor Welsch and Mr. Walker agreeing to <br />meet with him and another citizen regarding some of the current controversial issues, but after <br />attending several Council meetings he would have to disagree with Mr. Walker’s statement that every <br />decision he made had been based on the facts. Mr. Norton stated that the fact that Mr. Walker <br />believed that a poll of 100 residents would disclose that they also believed the officers were in uniform <br />does not appear to be the case. Another fact that also does not appear to be true is that the overtime <br />pay would definitely be offset by the suspension of the firefighters. He asked if it was really about <br />discipline and making sure that employees understand their roles. Mr. Walker’s decision seems to be <br />based on opinions and his belief that he had to make the punishment severe enough that it got the <br />point across and he would have room to pull back if things started to stir up in Council. Mr. Stewart <br />stated that we are now at the two month point and his sense is that this Council is so entrenched in <br />their positions that there is no pulling back. He stated that the reality is that City employees are being <br />treated like kids when you say hey you’re not allowed to speak out against me. But to do so is really a <br />fundamental First Amendment right and every employee should have the right to speak out against <br />their employer. He asked Mr. Walker if his decision was worth the hardship that has been placed on <br />the five firefighters and the disruption that it has caused City government. <br /> Mr. Stewart stated that one of his biggest issues over the last two weeks has been the back and <br />forth dealings between Council members. He stated that he was really disappointed and disgusted with <br />Councilmember Kraft, who reminded him of his students who tend to say things and then try to cover <br />them up. However, the one good thing that has come out of all of this is that he and other citizens are <br />now starting to be involved in the process and are taking an interest in making sure that this City’s <br />administration is being held accountable. <br /> <br />Stephen Glickert, 7750 Blackberry, University City, MO <br />Mr. Glickert stated that he was really disturbed by the fact that the lifeguards were unable to get their <br />pay. He stated that he knows that everyone probably looks at this position like it’s an easy job, but <br />there is another side to the story. Lifeguards are exposed to UV rays, unruly children and frequent <br />demands from adults. At the end of the pay period they find out that they are not getting paid is totally <br />unfair. He simply cannot understand how everyone was thrown into a group because certain <br />individuals had not filled out their form correctly. Mr. Glickert stated that these employees need to be <br />paid on time just like any other employee. He stated that it creates a bad feeling when you know you’re <br />not getting paid, yet you’re expected to show up the next day, and the next. Mr. Glickert hope is that <br />none of these young people will face any repercussions for expressing their feelings tonight. <br /> <br />Chris Dickey, 2105 Briargate Lane, Kirkwood, MO <br />Ms. Dickey stated that as a Professional Registered Parliamentarian she works with a number of <br />organizations and has never seen a perfect meeting because many people struggle with parliamentary <br />procedures and Robert’s Rules of Order. So her hope is that she can help Council understand the <br />proper procedures they should be using. <br /> Ms. Dickey stated that the four basic democratic rights of membership are to attend meetings, make <br />motions, speak, debate and to vote. <br />To deny a member any one of those rights should be ruled out of order. Ms. Dickey stated that the <br />resolutions should have be left on the agenda and when it was time for them to be heard any member <br />who does not like them can make a subsidiary motion to postpone indefinitely, postpone to another <br />meeting, refer it to a committee or vote against it after discussion. <br /> Ms. Dickey stated that the Mayor had referenced amending the agenda from page 373, and there <br />are certain things that can be amended. Any member who has placed something on the agenda can <br />ask that it be removed, but members cannot remove what someone else had put on the agenda. <br /> Ms. Dickey stated that Councilmember Kraft had referenced the rules adhered to by legislative <br />bodies. However Congress, the House of Representatives and the Senate actually use different <br /> <br />
